RRC – Engineering Specialist I – Oil and Gas Field Inspector – Wichita Falls District Office (Jack or Archer County)

Railroad Commission of Texas is seeking a Field Inspector to conduct technical field inspections in the Wichita Falls District Office's Oil and Gas Division. The role includes surveying operations, inspecting drilling rigs, investigating complaints, and collecting engineering and geological data.

Responsibilities
  • Observe drilling operations and conduct drilling rig inspections for compliance with statewide rules.
  • Inspect well plugging and witness surface casing cementing to ensure protection of the State’s usable quality water.
  • Document mechanical integrity tests associated with injection and disposal wells to ensure compliance with permit restrictions.
  • Inspect commercial recycling and surface waste facilities to ensure compliance with permit specifications.
  • Conduct general lease inspections to ensure overall compliance with statewide rules.
  • Perform and analyze fluid level tests on wells to protect the State’s usable quality water.
  • Gauge storage at the lease battery to determine the amounts of oil, condensate and produced water on location.
  • Utilize gauge lines, color cut, and other testing equipment (e.g., chloride test kit) for titration of fluids.
  • Investigate well complaints, document findings, and submit detailed reporting forms.
  • Collect and correlate engineering and geological data.
  • Excavate and collect soil samples to a depth of 30 inches or more to locate lines.
  • Respond to emergency hydrogen sulfide (H2S) situations, conduct inspections, and report findings to District Office management.
  • Compose and submit reports and documentation using Oracle and/or Microsoft Office.
  • Communicate technical information to industry employees and the public.
  • Walk up to two miles, in various weather conditions, to complete inspections.
  • Perform related essential tasks as assigned to maintain workflow.
  • May occasionally have to work nights, weekends, or holidays.
Qualifications
  • High school diploma or GED.
  • Four years of experience in engineering or the oil and gas industry, with experience and education substitutable on a year‑for‑year basis.
  • Will be required to live or be willing to relocate to Jack or Archer County, Texas.
Preferred Qualifications
  • Experience in engineering or oil and gas industry.
  • B.S. in Engineering, geology, or a related scientific degree, or an associate’s degree or technical certification.
Knowledge, Skills, and Abilities
  • Understanding and application of geological concepts, techniques, theories, and principles.
  • Organizational, communication, and writing skills.
  • Skill in handling and using oilfield tools, technical equipment, and protective gear.
  • Skill in using computers, Microsoft Office, Windows‑based software, and database applications.
  • Ability to maintain accuracy and attention to detail.
  • Valid Texas Driver’s License and good driving record.
  • Professional appearance and demeanor when investigating complaints.
  • Ability to drive, perform basic maintenance, and tire changes on a pickup truck.
  • Ability to walk up to two miles in varying weather conditions.
  • Ability to discern colors and operate, lift, and carry oilfield or safety equipment.
  • Ability to climb ladders to 16-foot heights and lift, carry, and move an average of 20–30 lbs.
  • Ability to work independently for long periods while meeting workload demands.
Work Hours and Telework

Standard office hours are 8:00 a.m. to 5:00 p.m., Monday through Friday. Alternate schedules may be discussed; telework may be available based on the agency’s approved Telework Plan.
