Job Purpose:
Our Client has established the new Building Safety Regulator (BSR) to ensure high risk residential buildings (HRBs) are safe and enable people to feel safe in their homes. HRBs (18 metres or seven stories and above) have to be registered with BSR.
BSR oversees structural and fire safety in HRBs and provides oversight of the whole built environment and building capability within industry to strengthen the whole regulatory system for building safety. Learning the lessons from Grenfell Tower, BSR puts in place measures to ensure there is greater accountability and responsibility for fire and structural safety issues throughout the lifecycle of HRBs.
BSR is creating a built environment where both industry and residents are competent and take active responsibility to ensure buildings are high quality and safe, so residents and other building users are confident that the tragedies of the past will never be repeated.
This is an exciting time to join BSR. As part of this team you will be responsible for shaping an internal culture of high performance and continuous improvement that will help to create cultural change in building safety for the future.
As a Registered Building Inspector - Class 3, your main responsibilities will be:
* To manage, evaluate and discharge a building control caseload, including complex buildings and developments that are in scope of the Building Safety Regulator (BSR).
* Examine plans and carry out onsite inspections, maintaining thorough records and initiating and dealing with enforcement action.
* Act as a specialist Building Control expert, providing competent advice to BSR whilst adhering to the regulators code and within their level of competence.
* Assess plans, design and completed works in line with building regulations (including carry out site inspections).
* Provide guidance on building control standards.
* Assessment of structural safety and risk of fire spread where appropriate and within limits of competence.
* Conduct unsupervised on-site inspections to confirm compliance with Building Regulations and relevant legislation.
* Provide technical guidance to colleagues on compliance matters.
* Manage records of site activities and ensure data is up-to-date in the asset management system.
* The main activities undertaken by the role are assessing plans and carrying out inspections to assess whether building work is undertaken in compliance with the Building Regulations 2010 (as amended), other requirements of the Building Act 1984 (as amended) and associated legislation, standards and guidance for a range of building types, including non-standard buildings and/or HRBs.
* Manage your own caseload and work as part of a multi-disciplinary team as directed undertaking building safety case work on higher-risk buildings.
* Provide technical and managerial support as required to Principal Regulatory leads and building control professionals in the team.
* To act as an expert witness in cases where contravention of regulations results in legal enforcement action.
* Maintain an expert understanding of the requirements of the Building Safety Act 2002 including the Building Inspector Competence Framework (BICoF), Code of Conduct for Registered Building Inspectors and Building Safety Case Regime.
You'll have:
* Experience and specialist knowledge of a range of building types including non-standard buildings and HRBs.
