Statement of Work

Conducting Spill Prevention, Control, and Countermeasure (SPCC) Plan Update

Purpose: The purpose of this Scope of Work is to present the requirements for a Professional Engineer (PE) to review, evaluate, update, and recertify Wilkes-Barre VAMC SPCC (Spill Prevention, Control and Countermeasure (SPCC) plan.

A PE is required to comply with 40 CFR 112 regarding SPCC plans and Pennsylvania Department of Environmental Protection’s (PADEP) Guidelines for the Development and Implementation of Environmental Emergency Response Plans.

Objective:

Contractor shall review, evaluate, update, and re-certify the current SPCC Plan for the Wilkes-Barre Veterans Affairs Medical Center (WBVAMC). Contractor shall follow the guidance at 40 CFR Part 112 to address the spill prevention provisions contained in the Clean Water Act of 1972 and any applicable PADEP requirements.

Description of Work

Task 1 - SPCC update and recertification:

The PE shall review, evaluate, update, and re-certify the SPCC/ PPC plans for the Wilkes-Barre VAMC campus. The PE shall conduct an onsite evaluation at the facility to collect necessary data and information. This on-site evaluation will be conducted by the experienced PE recertifying the plan and shall include facility inspections, document reviews, and interviews with knowledgeable personnel to inventory all oil containing devices, tanks and equipment needed to be listed in the SPCC plan and associated mapping.

The primary objective of the SPCC plan shall be to prevent the occurrence of an oil spill at the facility. Secondary objectives shall include limiting the magnitude of a spill and limiting any resulting damage to the surrounding environment. These objectives are to be accomplished via the implementation of engineering controls, operational procedures, and administrative actions as described in the SPCC plan.

Task 2 – Training Program:

The PE shall make changes to the campus specific SPCC training slides if necessary, based on the review and evaluation performed in Task 1. The final copy of the updated training plans shall be submitted to the facility.

Task 3 – SPCC Plan Quality Assurance Review and PE Certification:

The PE shall conduct a Quality Assurance (QA) review of the Draft SPCC update and mapping developed with VA staff members from the facility. The PE shall sign, stamp and re-certify the SPCC plan. This review will fulfill the PE certification requirements.

Deliverables

The contractor shall provide the Contracting Officer’s Representative (COR) with one electronic copy of the first draft of the updated SPCC Plan for review and comment by WBVAMC staff members. The contractor shall incorporate requested changes by WBVAMC staff members into the final updated SPCC Plan.

The contractor shall provide copies of the final updated SPCC Plan in the following quantities and format:

  • Four (4) hard copies of the SPCC Plan. Each copy shall include a certification document with signature by a Professional Engineer (PE), his/her official registration number, and official professional engineer seal.
  • One (1) electronic copy of the SPCC Plan in Adobe PDF format.
