Maintenance Technician / Mechanic
This position is the skilled installation, operation, maintenance, and repair of all systems generally within the facilities owned and/or maintained by Luzerne County. The employee must tend, control, or operate power-driven stationary boilers and manifold systems to transfer liquid and gaseous materials to and from various vessels and processes. The employee is responsible for operation and maintenance of the Luzerne County Boiler Plant to industry accepted standards.
An employee in this classification is responsible for inspecting, troubleshooting, and diagnosing mechanical and plumbing systems, parts, components, and detecting hazards, defects, malfunctions, and the need for adjustments or repair. The employee readies and assembles mechanical parts and equipment using specifications and hand tools. The employee constructs and fabricates mechanisms and parts using hand tools and specifications. The employee prepares sketches of location parts and equipment or follows blueprints to determine the location of equipment and conformance with applicable safety code(s).
An employee in this classification is responsible for the proper operation, maintenance, diagnosis, and repair of critical systems such as but not limited to the following: industrial boilers (with an operating pressure of 100 PSIG), high volume raw water pumps, actuators, vents, PLC systems, control equipment, de‑aeration tanks, potable and non‑potable hot water tank systems, mechanical safety cut‑off systems and valves, strainers, lubrication systems, switch gear, power supplies, regulators, alarm systems, gauges, air handlers, industrial chillers, industrial cooling tower systems, non‑potable water treatment systems, general potable and non‑potable plumbing systems, VAVs, mixing boxes, DDC systems, heat exchangers, glycol hydronic systems, condensate returns, pneumatic systems, and other associated mechanical systems/equipment.
WORKING HOURS:
Normal work week is Monday through Friday; 40 hours per week. Call‑outs can be expected when operations are warranted due to weather and/or systems malfunctions, alarms or other emergencies. During emergency operations, the employee will generally work 12‑hour shifts. Employee may be required to work longer shifts during emergency events and/or be required to report back to work frequently during such events.

Some of the important generalized work activities the Mechanical Systems Manager is required to perform include the following:
- Hauling and Moving Objects:
Using one's hands and arms in handling, installing, forming, positioning, and moving materials, or in manipulating things, including the use of keyboards and hand tools. - Repairing and Maintaining Mechanical Equipment - Fixing, servicing, adjusting, calibrating, fine‑tuning, or testing machines, devices, and equipment that operate primarily on the basis of mechanical or plumbing principles.
- Tends vessels that store substances, connects hoses and pipes to pumps and vessels using hand tools. Cleans and maintains pumps and vessels, communicates with workers to start flow of materials. Inspects, reports and repairs system, control, vessel and pump abnormalities such as leaks and pressure fluctuations.
- Implementing programs - Conducting or carrying out work operations and maintenance activities in accord with established procedures and information provided through directions/instructions for purposes of installing, modifying, preparing, delivering, constructing, integrating, finishing, or completing programs, systems, structures, or products. Presents ideas to be considered for implementation and/or recommends changes to operating and maintenance activities.
- Getting Information Needed to Do the Job - Observing, receiving, and otherwise obtaining information from all relevant sources.
