Job Description

Colonial Behavioral Health provides opportunities for recovery to individuals and their families in the areas of mental illness, substance use disorder, and developmental disabilities. We serve the citizens of James City County, City of Poquoson, City of Williamsburg, and York County. We are seeking a Clinical Manager to provide clinical leadership, coordination, oversight, and administrative management of Emergency Services. The position implements best practices and clinical improvements and, in the absence of or at the direction of the Clinical Administrator‑Crisis Services, provides coverage to other services across the crisis continuum.

In 2026, Colonial Behavioral Health will open the Center for Support and Wellness, a brand‑new facility that will place all crisis services—including Emergency Services, Peer Support Services, Mobile Crisis Response, and Community Crisis Stabilization—in one location. Future services will include a 23‑hour Crisis Stabilization unit and a Residential Crisis Stabilization unit. This position will allow you to be part of the continued development and design of the brand‑new facility as part of the crisis leadership team.

Job Duties
  • Provide managerial and team leadership—coaching, training, and assistance to other clinicians in service provision of Crisis Services.
  • Provide Crisis Services—assessment of acute crisis problems, risks, functioning, and mental status; pre‑admission screening; triage; and counseling supports.
  • Develop and coordinate interventions to ensure treatment delivery in the least restrictive setting within the standards of care.
  • Complete quality improvement reviews and quality assurance activities.
  • Provide clinical supervision, licensure supervision, and evaluation of employee performance.
  • Represent the agency in stakeholders, Region 5, and on Department of Behavioral Health and Developmental Services work groups and committees.
  • Provide oversight of delivered services for regulatory compliance, reimbursement, and quality improvement.
  • Develop department work schedule.
  • Provide on‑call consultation and coverage as needed.
  • Prepare service utilization reports and provide status updates.
  • Other duties as assigned or required.
Work Schedule

Primarily Monday to Friday. Hours may vary and may include overnights, evenings, and weekend coverage.

Qualifications (EEO)
  • Knowledge of mental illness and substance use disorders.
  • Knowledge of crisis intervention models and theories, and resources available to help individuals with serious emotional and developmental disabilities including co‑occurring disorders.
  • Knowledge of law enforcement and the criminal justice system, including a basic understanding of the issues confronting law enforcement and crisis services.
  • Effective networking and collaboration with multiple jurisdictions and community partners.
  • Ability to provide clinical and licensure supervision.
  • Effective time management skills, ability to multi‑task and maintain appropriate records.
  • Ability to learn new concepts quickly and effectively relay these new concepts to others.
  • At least 3 years of clinical and management experience in mental health, substance use disorders, and crisis intervention (required).
  • Valid driver’s license (required).
  • Master’s Degree in a human services field (required).
  • Must hold a valid license from the Board of Counseling, Board of Social Work, or Board of Psychology (LPC, LCSW, LMFT, or LCP) (required).
  • Approved Clinical Supervisor (ACS) licensure, or ability to obtain within 90 days of hire (required).
  • DBHDS Preadmission Screening certificate (preferred).
