This position requires traveling to multiple sites in the Willmar and Fergus Falls (North Central) area.
The Residential Program Manager oversees 245D‑licensed Community Residential Services (CRS) within an assigned region of Community‑Based Services (CBS), ensuring high‑quality, person‑centered care for individuals receiving 24‑hour supervision and support in licensed group‑home settings. The role leads program operations, supervises staff, and ensures compliance with service standards, licensing, and fiscal expectations.
The manager plans, implements, and evaluates the use of human, fiscal, and technical resources to meet both current and future program needs. With authority over supervisors and direct‑care staff, the manager is accountable for program outcomes, staffing, budgeting, and service delivery across assigned sites.
This position reports to the MSOCS Residential Program Director (Manager
4) and is responsible for recommending or determining policy, priorities, and resource allocation to support service excellence across the assigned region.
- Lead and oversee service delivery and workforce operations across assigned CBS residential programs by directing the implementation and evaluation of supports to ensure responsiveness to the needs of individuals served under 245D licensure, and aligning service delivery with clinical, operational, and person‑centered best practices.
- Facilitate the implementation of CBS values, vision, and mission to the persons served by CBS by proposing, implementing, and monitoring the delivery of person‑centered services.
- Lead and manage budgeting, fiscal planning, procurement, and facilities‑related functions across assigned CBS residential programs.
- Lead and participate in special projects and strategic initiatives that enhance CBS services and align with evolving system needs.
- Demonstrated leadership experience (examples include supervisor, lead worker, team lead, project lead, a State of Minnesota leadership program completion, or a paid/unpaid position leading a program or committee with at least one year of experience and 100+ hours per year).
- Three (3) years of administrative work experience in a residential and/or vocational setting supporting clients with mental illness, developmental disabilities, and/or related conditions.
- Experience in:
- Planning, implementing, and evaluating fiscal, personnel, and technical resources needed to operate a program.
- Working knowledge of federal, state, and county programs, providers and service needs.
