The Health/Human Service Case Manager Supervisor position supervises the daily activities of staff by coordinating case management and employment/training functions to assist clients in meeting personal, social, health, or financial needs. This role will be supervising staff within the Division of Social Services’ Document Imaging System Team (DIS). A primary responsibility will be conducting statewide DIS trainings, which may include virtual or in‑person meetings, either onsite or off‑site.
In addition, you will handle any DIS special projects, such as indexing and DIS testing. You will also support administrators in program assessments, planning, correction action plans, and implementation.

This class is distinguished from a licensed Social Worker as employees do not perform the following duties: diagnose individuals for mental, emotional, behavioral, addictive, and/or developmental disorders and disabilities; perform related client assessment or evaluation; provide psychotherapeutic treatment; or develop and implement assessment‑based treatment plans. An employee in this class may participate as a member of a multi-disciplinary team to implement behavioral health services or treatment plans per Delaware Code, Title 24.
- Supervises two or more merit full‑time positions; performs planning, assigning, reviewing, evaluating, coaching, training, disciplining, recommending hire, termination, and promotion.
- Participates in program planning, implementation, and coordination to ensure program goals and current operations comply with department, federal or state laws, rules, regulations, standards, policies, and procedures.
- Gathers and assimilates statistics and information to ensure program compliance.
- Recommends and implements corrective action as necessary.
- Coordinates with health and human service staff, agencies, providers, and resources to provide comprehensive services for the care and treatment of clients in a timely, efficient, and cost‑effective manner.
- Represents the agency on task forces, committees, and with the general public.
- Provides information to clients, the general public, community representatives, and other agencies to explain programs and policies.
- May plan and develop programs which include writing grant proposals, completing all state clearing house documents, and implementing new grants when awarded.
- Analyzes budget needs, develops recommendations regarding staffing, supply, and equipment, and may monitor current budgetary expenditures.
- Prepares statistical and program evaluation reports.
- Uses automated information systems and computer software to research, review, evaluate, and report on health/human service data.
- Communicates and interacts effectively with people across cultures, ranges of ability, genders, ethnicities, ages, and races.
