Client is seeking a senior IT leader with deep technical expertise and executive judgment to lead the Department’s enterprise technology environment. This is not a project management role. We are looking for a technically grounded IT executive who understands how systems are built, secured, operated, and sustained—and who can effectively lead highly skilled technical teams by knowing the work they do.
The Director serves as the senior technology leader for the Department of Finance, supporting a large, complex, revenue‑generating enterprise with significant operational, regulatory, and cybersecurity risk. Success in this role requires more than coordination and oversight; it requires hands‑on technical credibility, sound architectural judgment, and the ability to translate business and financial requirements into resilient, secure, and scalable technology solutions. The position reports administratively to the DTI Chief of Partner Services and takes day‑to‑day direction from the Deputy Secretary of Finance.
Role OverviewThe Director of IT provides strategic and technical leadership across all DOF technology functions, including applications, infrastructure, cybersecurity, data platforms, and IT operations. The role demands an executive who is equally effective in executive finance discussions and in technical deep dives with engineering and operations teams. This leader serves as the primary escalation point for DOF technology matters, ensures alignment with statewide IT services, and is accountable for the stability, security, and continuous improvement of mission‑critical systems.
Key Responsibilities- Provide executive and technical leadership for enterprise IT services, including applications, infrastructure, cybersecurity, data platforms, and end‑user technologies.
- Lead and mentor technical managers and staff with credibility grounded in first‑hand technical knowledge, not solely governance or reporting.
- Serve as the senior escalation point for the Department of Finance and DTI’s Office of Partner Services, ensuring business alignment, regulatory compliance, and rapid issue resolution.
- Oversee the full lifecycle of agency‑wide hardware and software solutions, from architecture and design through implementation, operations, and modernization.
- Ensure strong operational discipline across:
- Application support and development
- Infrastructure and cloud services
- Cybersecurity and risk management
- Change, release, and incident management
- Vendor and managed service oversight
- Develop and execute multi‑year roadmaps for people, process, and technology across DOF divisions.
- Establish governance models, service frameworks, and performance metrics that drive accountability, resilience, and continuous improvement.
- Build a customer‑focused IT organization that delivers reliable services while proactively modernizing legacy environments.
- Communicate clearly and confidently with senior finance leadership, auditors, regulators, and external partners, providing meaningful metrics and insight—not just status reporting.
- Bachelor’s degree in Information Technology, Computer Science, or a related technical field (advanced degree preferred).
- Demonstrated executive‑level technical leadership—this role requires more than project or portfolio management experience.
- Minimum 10 years of experience leading technical teams, with direct responsibility for systems, platforms, or infrastructure.
- Minimum 5 years in a senior leadership role overseeing enterprise IT functions.
- Strong technical fundamentals across:
- Enterprise architecture
- Infrastructure (on‑prem and/or cloud)
- Data platforms and integrations
- Cybersecurity and operational resilience
- End‑to‑end IT service delivery
- Deep expertise in at least one major IT domain, such as:
- Cybersecurity
- Applications development and support
- Data and analytics
- IT operations and infrastructure
- Enterprise architecture
- Governance, risk, and compliance
- Proven ability to develop and execute strategic plans that balance risk, cost, performance, and long‑term sustainability.
- Excellent communication and interpersonal skills, with the ability to lead through influence and technical authority.
- Experience supporting finance, taxation, revenue, or regulatory systems.
- Background in public sector, highly regulated environments, or large financial organizations.
- Demonstrated success modernizing legacy systems while maintaining operational stability.
