Library Director, Biblio Temps (Winchester Public Library) (Winchester)

Biblio Temps® is an employment service of the Massachusetts Library System that provides experienced library workers for temporary placements in public, academic, and special libraries throughout Massachusetts.

Title: Library Director

Position Type: Temporary

Start date: As soon as possible

End date: 6-month position

Schedule: 35 hours per week; 9AM
-5PM (some evenings as needed for monthly Trustees Meetings)

Pay Rate: $45.00 - $55.00 per hour, based on experience

General Summary

Working under the policies of the Library Board of Trustees, plans, manages and administers public library services for the Town of Winchester.

Essential Functions
  • Develop and prepare the annual budget for consideration by the Board of Trustees, the Finance Committee, and the Town Manager; recommend building equipment additions and/or replacements and capital improvements; manage and direct expenditures of library accounts; apply for and administer local, state, and federal grants; oversee purchase of all library materials in accordance with Materials Expenditure Requirements of the state.
  • Manage the physical plant to ensure proper maintenance and utilization of the facility; responsible for all necessary repairs, cleanliness, and good maintenance of the facility, its systems and grounds; negotiate service contracts and hire service vendors as needed to maintain the plant and grounds.
  • Responsible for all aspects of human resources associated with the library, including recruitment, interviewing, hiring, training, evaluating, disciplining, and firing; review personnel assignments and staffing levels; responsible for staff direction and productivity.
  • Administer library programs and policies under the goals and policies approved the Board of Trustees; responsible for the development of goals and objectives and accountable for the library's accomplishments.
  • Represent the library effectively and promote support for the library by maintaining good relations with other town departments, boards, committees, and civic groups; attend and participate in town department head meetings and on committees as required; represent the library on the Membership committee at MLN; participate on MLN committees; attend professional meetings and workshops.
  • Plan and supervise the operation of the public library including overall responsibility for evaluating community needs, recommending policies and changes to existing policies, services, activities, and changes in operation.
Supervisory Responsibility

Responsible for ensuring that all staff members are effectively supervised; together with the Assistant Director, oversee the management of staff and operations of departments as assigned; meet regularly and perform annual staff evaluations for the heads of those assigned departments.

Independent Action And Accountability

Exercise broad discretion and independent initiative in the conduct and completion of position responsibilities within the parameters established by the Board of Trustees. Perform professional duties of a complex and responsible nature, requiring the exercise of considerable judgment and initiative in administration of the library and the development of library services to meet individual and community needs. Has access to and responsibility for library related confidential material including contractual documents, personnel records, and patron records.

Errors could result in loss of town appropriated funds, possible litigation, delay or loss of service, loss of confidence by the general public and adverse public relations for the town.

Qualifications
  • Thorough knowledge of the principles and practices of modern public library management.
  • Current knowledge of automated library systems and library technology.
  • Strong interpersonal skills, written and oral communication.
  • Knowledge of basic accounting procedures.
  • Speaking and writing for effective communication. Includes use of telephone, e-mails, as well as traditional formal letter writing.
  • Ability to maintain confidentiality of office matters such as private personnel information, patron information, witness to executive session meetings of the Board of Trustees, and contractors’ bids and pending action in contract negotiations.
  • Must be able to deal calmly and effectively with staff and patrons under stressful circumstances; ability to represent the library in a positive and professional manner.
