Assistant Utility Manager

Job Summary

This is a supervisory position with significant administrative responsibilities for planning and delivering department services, responding to emergency situations, and to provide staff guidance/direction from the Utility Manager. Requirements include evening and weekend hours and response to emergency situations. The Assistant Utility Manager will assist and implement department programs, including but not limited to: job and safety training, OSHA compliance, annual budget preparation, representation to outside agencies and customers, prepare reports, employee development, manage work flow systems and project prioritization and recommendations.

• Coordinate, plan, direct, supervise and review the daily operations and activities of water, wastewater and customer service staff.
• Complete and maintain a variety of records and reports including time and materials records and work order and asset management system.
• Supervise, train, instruct and motivate employees in the department.
• Represent the department in resolution of citizen inquiries and complaints and suggest corrective actions and process and resolve employee grievances.
• Review and advise staff at various phases of work and give specific directions as needed.
• Evaluate staff performance and preparation of performance evaluation reports.
• Monitor and evaluate project work progress, process and quality and assure continuous support and follow up.
• Coordinate, schedule and plan staffing levels, equipment and supplies to complete designated tasks and within established budget parameters.
• Assign, review and evaluate the work of staff for accuracy, suitability and completeness.
• Keep informed of current trends and technology in areas of responsibility.
• Provide oversight and evaluation of contractor's work and verify work performed and billing fore payment of work performed.
• Coordinate projects with other departments, agencies, teams, consultants, developers.
• Develop and maintain a preventative maintenance program for the water and wastewater systems.
• Assist in the development of Capital Improvement Program projects.
• Exhibit support for management decisions.
• Commit to creating and sustaining a pleasant, cooperative and productive work environment.

• Graduation from an accredited four‑year college or university or a combination of experience and training that would likely provide the required knowledge and abilities to perform the aforementioned duties.
• Three to five years of related experience that enables thorough understanding of the diverse objectives and functions of the subunits in the division/department, and allows direction and coordination of work within the division/department.
• Possession of or ability to readily obtain a valid driver’s license issued by the State of Georgia for the type of vehicle or equipment operated.
• Possession of or ability to readily obtain an appropriate state‑certified license for wastewater treatment or collection system operation and/or water distribution or treatment as appropriate.

This position has direct supervision over Water, Wastewater and Customer Service supervisors and provides indirect or direct supervision over Water and Wastewater technicians, mechanics, operators and customer service staff.
