Salary:
Grade 8A, Non Union ($108,430 to $126,817)
Reports to:
Manager – Water
This position is due to a vacancy. The Municipality uses an online questionnaire to screen applications.
Purpose of Position:Reporting to the Manager – Water and under the overall direction of the Executive Director – Infrastructure Services, the Supervisor – Water Treatment is responsible for the operation of Lakeshore’s Drinking Water Treatment Subsystems. The Supervisor is responsible for compliance with all regulations under the Safe Drinking Water Act, the Occupational Health and Safety Act and any other governing regulations and legislation, operating policies, procedures, by‑laws and principles of Lakeshore The Supervisor is also responsible to manage the maintenance, scheduling and lifecycle renewal requirements of all drinking water treatment infrastructure.
The Supervisor will also assist with the operation of the Water Distribution and Wastewater Collection systems as required.
The Supervisor, Act as the Overall Responsible Operator (ORO). For the Water Treatment Subsystems in accordance with Ontario Regulations
Accessible 24/7 to offer guidance and direction to operators and response immediately and effectively to emergencies.
Qualifications &Experience:
- Three (3) year Community College Diploma in Civil Engineering Technology, or equivalent.
- Must have current Ontario Class 3 Water Treatment Operator’s Certificate.
- Certification for Water Distribution, Wastewater Collection & Treatment will be considered an asset.
- 3 to 5 years of experience in a supervisory position.
- Registered with The Ontario Association of Certified Engineering Technicians and Technologists is an asset.
Skills:
- Knowledge of Ontario’s Drinking Water Quality Management Standard (DWQMS).
- Must be computer literate and knowledgeable in Windows and Microsoft Office environment.
- Excellent customer service, organizational and leadership skills to work with both internal and external clients and coworkers.
- Familiarity with the Wonder ware suite of SCADA and Historian software
- Must be a competent supervisor within the meaning of the Occupational Health and Safety Act.
Major Responsibilities:
- Plan, administer, supervise and direct the daily operation of all activities of the Water Treatment Subsystems.
- Provide positive leadership to water treatment staff, developing and nurturing a work environment that is inclusive, respectful and motivating.
- Act as Overall Responsible Operator for the Water Treatment and Provide backup for Water Distribution and wastewater collections systems if certifications are appropriate.
- Plan, prioritize, assign and monitor the work of all contractors within the subsystem.
- Establish and maintain a preventative maintenance program for all water treatment facilities to ensure the integrity of the facilities.
- Maintain all operational records related to drinking water in compliance with provincial legislation and regulations and provide reports as required.
- Participate as a member of Lakeshore’s DWQMS team.
- Participate in MECP inspections and External DWQMS audits.
- Assist in the preparation of tender specifications and documents for municipal contracts in the drinking water system.
- Develop emergency plans and procedures including implementation. The Supervisor will be a key part of any emergency response.
- Recommend staff training and education those under your supervision including all training requirements for Water Operator Certification and Occupational Health and Safety.
- Monitor the terms and conditions of the respective collective agreements
- Manage the on‑call roster and monitoring and approval of overtime.
- Conduct performance evaluations and administer discipline as required.
- Monitor the spending of the operational budget, including procurement, verifying invoices, coding of invoices and assisting with variance reports.
