Salary:
Grade 10, Non Union ($125,834 to $147,183)

Reports to:
Executive Director – Infrastructure Service

Purpose of Position:

Reporting to the Executive Director – Infrastructure Service , the Manager - Capital Projects is responsible to manage and deliver a range of projects that support the development of and enhancements to the Municipality’s transportation and infrastructure systems and facilities, as required. This position will provide oversight, technical expertise and leadership with a focus on capital projects from conception through design, approvals and construction.

In addition, this position will also be key in analyzing engineering concepts, conducting reviews and making recommendations for the maintenance of transportation and infrastructure in the Municipal rights‑of‑way.

Qualifications &

Experience:
  • 4-year University degree in an applicable Engineering Discipline (Civil, Environmental or Transportation) from a recognized University
  • Membership as a registered Professional Engineer (P.Eng.) in good standing is required.
  • Minimum of 5 years of progressive experience in project management, including leading multiple capital and/or infrastructure projects from feasibility to completion, including practical related experience in transportation/municipal infrastructure/traffic planning, design and construction
  • Minimum of 5 years progressive experience supervising in a unionized environment
  • Experience working in public sector or comparable multi‑stakeholder environment, working with regulations and legislation governing design, approvals and construction in Ontario, familiarity with various construction contracts, etc.
  • Demonstrated leadership, communication, interpersonal and negotiation skills.
  • Experience measuring project performance to determine & define project scope and objectives, managing detailed project schedules and work plans, identifying areas for improvement and process recommendations, managing budgets and tracking costs, etc.
  • Experience providing project updates on a consistent basis, as required, including development of project strategy, adjustments, progress reporting and risk assessment.
  • Demonstrated experience utilizing and establishing industry best practices, techniques and standards throughout entire project execution.
  • Demonstrated experience in time management and organizational skills with a keen sense for accuracy and attention to detail.
  • Experience demonstrating integrity; adhere to professional standards, regulations and corporate policies and procedures (e.g., Code of Conduct).
  • PMP designation an asset
Knowledge &

Skills:
  • Thorough knowledge of, and the ability to interpret and administer a variety of regulations, acts, contractual agreements, policies and guidelines pertaining to the operation of the Operations Department
  • Good knowledge of municipal services in the areas of road, transportation, water and wastewater, treatment, distribution & collection systems and facilities
  • Knowledge of OHSA and health and safety requirements and responsibilities
  • Must be computer literate and knowledgeable in Windows and Microsoft Office environment.
  • Must be proficient in customer service to work with both internal and external clients and coworkers.
  • Strong technical writing skills are required, including technical writing and preparation of reports to Council.
  • Knowledge of the Ontario Environmental Assessment Act is an asset.

Major Responsibilities:

  • Capital project management includes the design and implementation of infrastructure projects consistent with strategic plans and in support of the Municipality’s Official Plan, Transportation Master Plan, other master plans, technical standards, industry best practices and Council’s priorities in support of multi‑modal infrastructure improvements to ensure the safe and efficient movement of pedestrians, cyclists, and motorists.
