Position Summary

The State of Connecticut Department of Aging and Disability Services (ADS) is seeking qualified individuals to join the Bureau of Rehabilitation Services as a Vocational Rehabilitation Counselor
1. Individuals in their final semester of a Master’s degree program may apply. Candidates cannot be appointed until all degree requirements are complete.

    Full‑Time (35 Hour), First Shift, Monday – Friday (combination of in‑office and telework days)

What You’ll Be Doing
  • Providing vocational rehabilitation services to individuals with disabilities.
  • Conducting public outreach and community outreach.
  • Managing referrals from general intake, community organizations, school systems and other community referrals.

In this role, you will provide valuable services in one of three functional areas:

  • General Counselors – Conduct intakes, gather and review records, perform assessments, provide career counseling and individualized services to transition‑age youth and adults with disabilities, and develop community partnerships.
  • Level Up Counselors – Assist high school students with disabilities by collaborating with schools, families, and providing pre‑vocational services, resources, and information to transition to the workforce.
  • Workforce Counselors – Build relationships with employers, educate employers on benefits of employing qualified clients, and secure placement and training opportunities based on current labor market trends.
Agency and Bureau Overview

The Department of Aging and Disability Services (ADS) maximizes opportunities for the independence and well‑being of people with disabilities and older adults in Connecticut.

  • Deliver aging and disability services responsive to the needs of Connecticut citizens.
  • Provide leadership on aging and disability issues statewide.
  • Coordinate aging and disability programs and services in employment, education, independent living, accessibility, and advocacy.
  • Advocate for the rights of Connecticut residents with disabilities and older adults.
  • Serve as a resource on aging and disability issues at the state level.

The Bureau of Rehabilitation Services (BRS) assists individuals with significant physical and/or mental disabilities to prepare for, secure, maintain, or advance in employment.

BRS has helped thousands of residents and offers individualized services to eligible persons.

Minimum Qualifications
  • M.A. degree from an accredited college with a major in vocational rehabilitation counseling, psychology, special education, or related behavioral or social sciences.
Preferred Qualifications
  • Experience working with high school students or adults with disabilities.
  • Experience providing outreach and conducting presentations to community agencies.
  • Experience with an electronic case management system, Outlook, and video conferencing platforms.
  • Experience working with population diversity or underserved populations.
  • Experience managing competing priorities while meeting deadlines.
  • Experience communicating with internal and external stakeholders.
Special Requirements
  • Must obtain the educational qualification for the Vocational Rehabilitation Counselor 1 and meet the current national standard for Certified Rehabilitation Counselor (CRC) as specified by the Commissioner on Rehabilitation Counselor Certification.
  • Must maintain a valid Motor Vehicle Operator’s license or Identification Card.
  • May be required to travel with or without accommodation.
