Delivers technical, operational and professional training across the Toronto Water division and consults with the Supervisor, Training & Development and Workforce Development Consultants to continuously enhance training curriculum, instructional materials, and service delivery.
Major Responsibilities- Implements, delivers, and facilitates training programs and testing standards through both virtual instructor‑led and in‑person instruction at various Toronto Water Division locations.
- Facilitates engaging and learner‑centered training sessions using adult learning principles and a variety of instructional methodologies to support knowledge retention and practical application.
- Supports the development, and continuous improvement of technical and professional skills training programs, learning materials, and instructional resources to enhance employee performance and organizational effectiveness. Manages projects related to Workforce Development as assigned. The trainer could assist with reviewing or providing consultation with the development of training. However, trainers do not solely develop any training materials. The Workforce Consultants do this.
- Provides specialized functional and technical expertise to support Toronto Water operations, serving as a subject matter expert in the delivery, application, and advancement of operational knowledge and skills. Trainers will provide specialized technical training related to Toronto Water operations (e.g., Overhead Crane Safety, Water Sampling, and professional development courses (e.g., Health and Safety Awareness trainings, Workplace Violence, Excel Beginner and Intermediate etc.).
- Maintains training materials, lesson plans, participant guides, assessments, and instructional resources to ensure accuracy, consistency, and alignment with current policies, procedures, and legislative requirements.
- Monitors on‑the‑job training programs. This is a program where trainers as assigned as leads to track, maintain and communicate with participants who are a part of the program to ensure they meet the objectives of the program to successfully complete the certification levels of operators etc.
- Coordinates training activities, facilities, equipment, and learning resources to support efficient program delivery.
- Evaluates training effectiveness through assessments, participant feedback, performance metrics, and operational outcomes, and recommends continuous improvements to training programs.
- Participates in labour relations matters as they relate to Toronto Water training initiatives (i.e. operator certification, apprenticeship programs, etc.) and delivery of training.
- Ensures training programs and records comply with applicable legislation, Ministry standards, corporate policies, and regulatory requirements. Tracks and monitors records relating to licences and certifications to ensure regulatory compliance.
- Establishes and maintains collaborative working relationships with internal stakeholders, external training providers, regulatory bodies, and subject matter experts to support effective training delivery and program development.
- Prepares reports on training and skills development and compliance issues.
- Promotes a safe, respectful, equitable, and inclusive learning environment that supports employee engagement and participation.
- Considerable experience in training and development including needs assessment, program design, delivery, evaluation and related administration, including demonstrated ability to deliver instructor‑led learning, apply adult learning principles, and support training program development, delivery, evaluation, and related administrative functions.
- Considerable experience with the facilitation/presentation of courses and large group processes. Proven experience facilitating and delivering training to diverse audiences, including large and/or multi‑level groups, in both virtual and in‑person environments, with the ability to engage learners and support knowledge transfer of both technical and non‑technical subject matter.
