The Project Procurement Manager, Bid and Projects (PPM) provides efficient and cost‑effective purchasing support to bids contributing to the profitability and competitiveness of the procurement work packages. The PPM role is fully integrated within a bid and is responsible for consolidating equipment and subcontracting cost using internal processes and tools. PPM works upstream with the Bid Manager, bid technical team, and procurement to develop the supply chain strategy.

• Responsible for timely and cost‑effective provision of supplies and services for the bid according to tender requirements, project schedule, sales forecast, and projected costing.
• Manage and coordinate interfaces among Bid Management, Engineering, and Procurement.
• Work with procurement to develop the supply strategy and ensure it aligns with tender requirements and is communicated within bids and the technical team.
• Develop the supply chain plan to implement the strategy during the project phase, following Hitachi Rail management processes.
• Participate in formulating and implementing the Make/Team/Buy strategy for the bid.
• Focus on supply‑chain cost optimisation early in the lifecycle to achieve savings against budget.
• Analyse costs of equipment and systems to identify focus areas or opportunities for reduction.
• Coordinate procurement in developing a purchasing savings opportunities plan.
• Identify supply‑chain risks and develop mitigation plans.
• Collaborate with and influence the technical team for design choices, including methodology for design release.
• Manage risk for goods and services, including assessment and mitigation to achieve satisfactory levels per Hitachi Rail process.
• Define, deploy, maintain, and provide technical support for tools related to bid equipment and service estimates.
• Execute the acquisition project plan: ensure convergence of risks, cost, and lead times within specified quality parameters; engage corrective action for deviations with minimal supervision.
• Develop the acquisition plan to align the procurement strategy across the project, based on reviewed and approved processes.
• Coordinate sourcing and contracting activities to support project work‑package requirements.
• Review package progress and performance formally with the family purchasing team and ensure issues are tracked, managed, and escalated.
• Contribute to post‑mortem analysis (lessons learned) for the acquisition work packages.
• Report regularly on achievements, issues, and goals.

• B.Sc. or
  
  B.Eng. in Engineering or an equivalent degree.
• 10+ years of project‑based experience, including project management and 5 years of cost estimation.
• Excellent communication and presentation skills.
• Superior interpersonal written and oral skills.
• Effective communication with bids and senior management.
• Strong proficiency in advanced computing skills, including Excel and PowerPoint, and SAP.

• Ability to interface well and influence at all levels, including external customers, partners, and suppliers.
• Strategic thinker who works innovatively with sometimes unclear briefs; persistent, tenacious high achiever, eager to learn and grow into specialist, manager, or leader roles.
• Self‑starter capable of working with minimal supervision.

Base Salary + Annual Incentive Plan: $116,974 – $150,205
