Job DescriptionThis role reports to the Manager of Municipal Support and Advisory Services and is responsible for building the capacity of local governments by providing advisory and consulting services to municipal officials in governance, administration, operations, and finance. The Municipal Services Officer will:
- Develop and deliver education and training to municipal staff and elected officials.
- Assist municipalities experiencing financial or governance difficulties.
- Serve as a provincial Supervisor or Administrator when municipalities are placed under an Order of Supervision or Administration, which may require travel to remote areas for extended periods.
- Advise management on new or proposed changes to legislation, regulations, and provincial programs and how they impact municipalities.
- Respond to citizen inquiries and concerns regarding municipal matters.

Qualifications- Municipal Administrator’s Certificate or an equivalent combination of post‑secondary education and experience in municipal management.
- Extensive experience and knowledge in municipal government or a related field, including legislative, organizational, administrative, and financial requirements.
- Strong understanding of finance and financial governance; experience working with a council or board.
- Strong political acumen with the ability to work with sensitive and confidential information in a professional manner.
- Extensive knowledge of municipal statutes and a thorough understanding of current trends and issues faced by municipalities.
- Strong verbal communication skills for effectively communicating complex information to individuals and groups.
- Excellent written communication skills to prepare letters, authority‑seeking material, briefing material, instructional material and other communication material.
- Strong problem‑solving, analytical, and decision‑making skills.
- Ability to work independently with strong organizational and time‑management skills to manage multiple priorities and meet competing deadlines.
- Excellent interpersonal skills for building and maintaining positive and collaborative partnerships with diverse clients and stakeholders.
- Experience and proficiency working with Microsoft Office applications (Excel, Word, Outlook and PowerPoint).
- Ability to provide services in French.
- Must be legally entitled to work in Canada.
- Must have a valid Manitoba class 5F driver’s licence.
- Must be willing and able to work extended hours, including evenings and weekends, as required.
- Must be willing and able to travel within the province, including the Northern region, for extended periods of time.
- Must provide and maintain a satisfactory Criminal Records Check.
- Completion of satisfactory credit screening and credit check.
