Introduction

The Department of Families is looking for a qualified candidate to fill the Child and Family Services Missing Persons Liaison position.

Duties:
Reporting to the Manager of Investigations, Risk Assessment and Training, and under the immediate direction of the Winnipeg Police Services (WPS) Missing Persons Sergeant, the Child and Family Services (CFS) Missing Persons Liaison will support the provincial CFS sector with best practice responses to missing youth to lower the risk of youth who are absent or missing from placement, and coordinate with community resources.

Qualifications:

Essential:
  • Bachelor degree in Social Work, preferred; a combination of relevant education and work experience would be considered.
  • Extensive experience working in the field of child protection.
  • The incumbent must have a broad knowledge of legislation, policy and practices, and have subject matter expertise regarding practice standards for missing youth and knowledge of First Nation, Metis and Inuit issues, including how Truth and Reconciliation elements are essential.
  • Strong problem identification, analysis and resolution skills.
  • Strong political acumen including the ability to manage confidential and politically sensitive material/situations in an appropriate manner.
  • Excellent verbal communication skills including using appropriate communication techniques and strategies to convey information in a way that promotes complete understanding.
  • Excellent written communication skills.
  • Excellent interpersonal skills with the ability to develop and maintain strong positive working relationships with officials and individuals at all levels including governmental, non-governmental and partnerships with diverse stakeholders.
  • Excellent organizational and time management skills including the ability to manage competing priorities and deadlined.
  • Experience facilitating systems meetings with multidisciplinary teams.
  • Desired:
  • Knowledge of, and understanding of community programs and services available to care providers and youth that support the prevention and intervention of missing youth.
  • Experience using the child welfare records management system including the Child and Family Services Information System (CFSIS) and the Intake Module (IM) or an equivalent software.
  • Proficiency working with Microsoft Office Suite (Excel, Word, Outlook and PowerPoint) and knowledge of computerized management information systems.
  • Conditions of Employment:
  • Must be legally entitled to work in Canada
  • Must provide and maintain a satisfactory Criminal Record Check with Vulnerable Sector Search
  • Must provide and maintain a satisfactory Enhanced Security Screening Level lll
  • Must provide and maintain a satisfactory Child Abuse Registry Check and Adult Abuse Registry Check
  • Must provide and maintain a satisfactory WPS Security Clearance and Prior Contact Check
  • A valid driver's licence with access to a vehicle for business purposes
