Duties:

The Manager of the Agreements Management Unit leads a team of project officers, financial and policy analysts, to support the negotiation, development, implementation, and administration of multi-lateral funding agreements and partnerships with the federal government and municipalities. This function supports the delivery of over $4B in cost-shared capital infrastructure programs. This work is done collaboratively with other divisions, other government departments, municipalities and the federal government.

Qualifications:
  • Post-secondary education, preferably at the master’s level, in public administration, public policy, business administration, economics, accounting. A combination or education, training and experience may be considered.
  • Supervisory and leadership experience, including guiding and directing teams or individuals, setting direction, motivating others, and managing performance development.
  • Experience in project management, including leading, handling multiple tasks and competing priorities with tight deadlines in a fast-paced environment.
  • Significant analytical and problem-solving skills for analyzing data, conducting research, and developing policy and program recommendations in the areas of financial and economic analysis.
  • Expertise in federal-provincial relations with the ability to navigate legal and financial frameworks governing intergovernmental agreements.
  • Strong political acumen with the ability to manage confidential and politically sensitive materials and situations with diplomacy and tact.
  • Excellent verbal communication skills with the ability to communicate technical information to non-technical audiences.
  • Exceptional written communication skills with the ability to draft briefing notes, submissions, research papers, ministerial correspondence, consultation reports and other communication materials.
  • Excellent interpersonal and negotiation skills with the ability to work cooperatively and collaboratively with internal and external partners.
