Natural Resources and Indigenous Futures is responsible for leading responsible management of Manitoba’s natural resources and working transparently and collaboratively with First Nations, Inuit, Métis and partner organizations to improve economic participation and opportunities for Indigenous Manitobans and communities. The Finance and Administrative Services Branch, under the leadership of the Assistant Deputy Minister/Executive Financial Officer (EFO) of Shared Services, is responsible for departmental financial management operations, financial monitoring and reporting, budget development and administration, program and funding support, and contract management services.
DutiesThe Senior Contract Officer is a member of the Finance and Administrative Services Branch within the Department of Natural Resources and Indigenous Futures. Reporting directly to the Comptroller, this position plays a key role in supporting the department's contract management and procurement activities. The Senior Contract Officer is a highly responsible professional position that provides expert guidance and administrative support related to procurement and contractual matters.
The position assists departmental staff throughout the tendering and procurement process and is responsible for preparing purchase orders and contract documentation in accordance with Treasury Board policies, legislation, and applicable guidelines.
In addition, the Senior Contract Officer prepares complex reports and analyses for departmental management, monitors contractual obligations, and contributes to the review and enhancement of systems, processes, and procedures to improve operational efficiency and accommodate new or evolving business requirements. The position is responsible for managing complex and high-risk procurement that support departmental mandates related to Indigenous economic reconciliation, wildlife management, forestry and peatlands, wildfire management and program operations across the province.
The role provides oversights and ensures all procurement activities adhere to the Government Purchases Act, the General Manual of Administration, the Financial Administration Manual, Procurement Administration Manual, and established policies, procedures, Indigenous partnership commitments, and applicable trade agreements.
- Completion of professional procurement designation or post‑secondary education in financial management, business management, commerce, economics, supply chain and/or some combination of education and experience.
- Excellent analytical, problem solving, contract negotiation and conflict management skills
- Comprehensive knowledge of procurement policies and supply chain processes
- Ability to lead and provide direction and recommendation to all levels within the department and the external stakeholders on the government procurement processes and improvement.
- Reviews proposals (business cases, TB submissions, RFPs, RFQs) and solicits information from within the department and external stakeholders, evaluates results and makes recommendations to senior and executive management.
- Strong interpersonal skills with the ability to develop relationships with internal and external stakeholders.
- Excellent verbal communication skills to articulate complex matters to various stakeholders.
- Strong written communication skills to prepare complex technical documents for a variety of audiences, including senior officials and project stakeholders.
- Experience in leading a procurement environment or a similar industry which includes a combination of tendering, evaluation strategy, supplier selection, negotiation, contract award and contract management.
- Demonstrated ability to be a proactive self-starter, take ownership of tasks, anticipate needs, and effectively advance work priorities with minimal supervision.
