Position OverviewManitoba Transportation and Infrastructure is seeking qualified applicants for the position of Senior Business Analyst (BA3). This is a term position. The Innovation and Technology Services branch delivers technology solutions and services to support the Manitoba Transportation and Infrastructure Department programs, offering business process analysis, project management, solution delivery and recommendations to help stakeholders meet their operational goals with innovation and efficiency.
This position will report to the Innovation and Technology Services branch, but will primarily be focused on delivering enhancement solutions for the Carrier Profile System as part of the Motor Carrier Safety and Permits branch.

DutiesThe Senior Business Analyst is responsible for the analysis, development, implementation, and maintenance of internal solutions, understanding the operations and interrelationships of the departmental business areas, and capturing and documenting both functional and non-functional business and system requirements to address the needs and technologies for the Department of Transportation and Infrastructure.
Qualifications Essential- Post-secondary education in Computer Science, Information Systems or related discipline. An equivalent combination of education and experience may be considered.
- Experience in software development, including technology solutions for web services, system integrations, business applications, and business intelligence reporting.
- Demonstrated proficiency in development tools and technologies such as Visual Studio, Visual Basic, Java, JavaScript, SharePoint and SharePoint Designer, Power BI, Microsoft Dynamics 365, Power Apps, and Power Automate.
- Strong experience in analyzing business needs, defining requirements, preparing comprehensive business cases, and identifying strategic processes for implementing technological solutions.
- Excellent written communication skills.
- Excellent verbal communication skills.
- Strong ability to build and maintain positive working relationships with internal and external stakeholders.
- Experience with Carrier Profile Systems, including the development of web services and integrations that enable external systems to share data and information.
- Experience with modern analysis and development methodologies, such as Agile or SDLC.
- Leadership experience including the ability to influence and motivate team members while leading Information Technology (ICT) projects.
- Experience dealing with vendors and consultants in a project environment.
- Experience in project management, encompassing risk management, resource allocation, and the development and oversight of project plans and reports.
- Must be legally entitled to work in Canada
