Position: 2026 121; Business Analyst 3

Responsibilities

  • Perform detailed business process analysis and identify business requirements.
  • Design, configure and deploy contemporary solutions across IT projects for Planning and Development, Engineering, and Lands & Facilities.
  • Develop or configure applications that support permitting, development approvals, asset management, and operational service delivery.
  • Provide guidance to junior staff on sustainment of applications and establish performance metrics.
  • Identify significant issues, oversee development of solutions and workarounds, and ensure vendors deliver adequate services.
  • Act as liaison among client departments, project teams and vendors to ensure delivery of required functionality.
  • Coordinate unit tests and module walkthroughs to assess coding quality.
  • Assist in project management activities, prepare status reports including business processes, SOPs, and business cases.
Qualifications
  • University degree at the Bachelor’s level in computer science or related discipline, or equivalent combination of training and experience.
  • Considerable experience in systems analysis at the senior level.
  • Solid knowledge of problem definition and analysis applicable to business processes and systems planning (IT strategic roadmaps, administrative principles, common municipal systems such as Energov, Amanda, Tempest, ESRI GIS, Infor).
  • Knowledge of IT components and processes such as implementing SaaS and COTS products in hybrid business and data-driven digital service initiatives using Lean Six Sigma or similar methodologies.
  • Experience with Development Approvals for Land Use and Permitting processes is highly desired.
  • Skilled certifications such as CBAP, IIBA, PMI-PBA, and experience with Project and Change Management are assets.
  • Schedule 70 hours bi-weekly;
    Monday to Friday from 8:00 AM–4:45 PM (Mutual Agreement between Monday to Friday, 7:00 AM to 8:00 PM). J-18808-Ljbffr
