Role

Description:

  • The CCIO is accountable for the strategic leadership, governance, and delivery of information management (IM), information technology (IT), and digital services for the Courts. The CCIO ensures that court information systems, digital services, and technology investments support judicial independence, court administration, access to justice, operational efficiency, privacy, and security.
  • The CCIO provides enterprise-level leadership for Courts technology and information services, aligning business needs with secure, modern, and sustainable digital solutions.
  • The Services provided to the Chief Justices and the Chief Judge are separate from any Services the resource will provide Courts Division. The resource will be required to understand and acknowledges the separation of powers between the executive and judicial branches of government. The resource also understands and acknowledges the principles of judicial and administrative independence and the confidentiality that is attached to the Services to be provided to the Chief Justices and the Chief Judge.

    The resource must agree not to share any Judicial Information, as defined in the Canadian Judicial Council (CJC) Model Definition of Judicial Information, dated September 2020, without the prior express consent in writing of the Chief Justices and Chief Judge.

Qualifications:

The Resource must have the following minimum qualifications or experience:

  • Education and/or training involving computer science, information technology, cyber security or related field.
  • Significant work experience, preferably 5 years or more, in information technology and information governance, with a focus on cybersecurity and records retention.
  • Strong understanding of legal and regulatory requirements related to information management, cybersecurity, and records retention.
  • Excellent communication and interpersonal skills, with the ability to work effectively with stakeholders at all levels of the organization.
  • Strong analytical and problem-solving skills, with the ability to develop and implement effective information management strategies for an increasingly digital legal work environment.
  • Extensive experience conducting IT and information security research and providing advice and opinions, preferably at a senior executive level.
  • Demonstrated ability to prepare written opinions, memoranda and reports.
  • The incumbent must have a superior understanding of the principles of judicial independence and possess strong political acumen and experience in the application of discretion and diplomacy to ensure positive outcomes and confidence in the administration of justice.
  • Well-developed planning and organizational skills in order to accomplish the position’s responsibilities and meet target dates and set priorities.
  • Experience using MS Office, including Word, Excel, PowerPoint, Visio and Outlook and online legal research databases which may be used by the judiciary. Familiarity with JUDICLOUD (federally appointed judges email network) and/or PowerBI is considered an asset
  • Stakeholder engagement - Build effective relationships with the judiciary, court administrators, justice partners, central government IT organizations, and external stakeholders.
  • Represent the Courts on inter jurisdictional, justice sector, and government technology forums, as required.
  • Communicate complex technical concepts clearly to non-technical audiences.
  • On-site attendance is a mandatory requirement for this role.
  • Must be able to provide a satisfactory criminal record check and security clearance.
  • The Resource will be required to execute a Non-Disclosure Agreement (NDA) and maintain strict confidentiality with respect to all information obtained or accessed in the course of performing the Services.



Preferred Qualifications or

Experience:

  • Relevant certifications such as the Certified Information Systems Security Professional (CISSP)
  • A law degree from an accredited university or college recognized in Manitoba.
