Position Overview
The Healthcare Institutional Safety Officers (ISO) are hospital employees and licensed security guards specifically trained to respond, protect, and enforce requirements to achieve safe patient care and healthcare work environments. They work in acute and forensic mental health units, high‑frequency emergency departments, and other facilities with a high volume of violent behaviours. ISOs enforce facility bylaws, statutory provisions under the Police Services Act, and provide collaborative enforcement with healthcare professionals, law enforcement and other stakeholders.
They are also trained as Qualified Persons under the Mental Health Act and maintain safe custody of intoxicated persons under the Intoxicated Persons Detention Act.
ISO personnel receive the provincially adopted and Manitoba Justice‑approved training program. Upon demonstrating ongoing competence they are designated by the SDO as an ISO under the Police Services Act and as a Qualified Person under the Mental Health Act. Training includes written tests, physical tests, job performance evaluation, and security screening. Ongoing re‑training is provided and designations are maintained with demonstrated competence.
- Successfully complete the ISO Training Program and maintain competence through annual re‑training.
- Acquire Peace Officer status as per the Manitoba Police Services Act – Amendment.
- Complete intermediate weapons training and maintain certification authorized by Manitoba Justice.
- Pass the Physical Abilities test.
- Prior security, law enforcement, military or related experience required.
- Minimum one year (2080 hours) as a Security Patrol Officer, Qualified Person, or equivalent.
- Complete Grade 12 or equivalent.
- Demonstrate ongoing competency in the ISO training program to maintain designation.
- Successfully complete Qualified Persons training and maintain competency in the Mental Health Act designation.
- Valid Class 5 driver’s licence.
- Current satisfactory Criminal Records Check, Vulnerable Sector Search, Child Abuse Registry Check and Adult Abuse Registry Check (obtained no more than six months prior to the start of employment).
- Self‑motivated with the ability to work independently and unsupervised.
- Excellent verbal and written communication skills focused on customer service and public relations.
- Professional demeanor in elevated situations and the ability to make sound decisions under stress.
- Demonstrated understanding of Use of Force, Use of Force Continuum, and applicable legislation (Criminal Code of Canada, Trespass Act, etc.).
- Awareness of issues affecting hard‑to‑serve populations, including homelessness, addiction, and crime prevention.
- Competence in an Indigenous language and/or knowledge/lived experience in Indigenous customs, traditions, and values is an asset.
- Completion of cultural safety training required by the employer.
- Knowledge of healthcare and community resources to support clients.
- Maintain professionalism and sound decision‑making under pressure.
- Clear Criminal Record, and ongoing Child Abuse Registry, Vulnerable Sector and Adult Abuse Registry checks.
- Minimum physical requirements in line with national safety standards for response to resistance training. These standards are pre‑requisite and part of the ISO training program.
Employees are not permitted to hold two or more positions across the WRHA legal entity that combine to equal more than 1.0 EFT. A skills assessment may be requested during the interview process.
