Director Protective Services
Position Overview
The Director is responsible to lead the development and maintenance of regional health authority (WRHA) level healthcare security program and standards in coordination with the Provincial Protection Services Director. The program and standards include establishing physical design and building security systems approaches, establishing accepted threat risk assessment methods and mitigation measures, and staffed security program standards. Leads the development of contracted and in-house security employee training and orientation programs including coordinating WRHA contracting standards and coordinated enhanced training.
Manages the standardized Government approved training programs for the custody transfer of mental health patients from peace officers (Qualified Persons program) and for enhanced security via the Institutional Safety Officer program for healthcare.
Security Services are dedicated to the provision of a safe environment in which the public may receive, and healthcare staff may provide, various types of medical care. Key to success is promotion of Security awareness within the healthcare facility settings in order to ensure patients, residents, clients, visitors and employees are protected from harm or reasonable fear of harm. Security Services aims to provide protection for personal and hospital property from theft, misuse and vandalism, as well as enforce the various hospital rules, regulations and policies, and applicable laws and by-laws.
Maintains an acceptable level of order, control and safety within the buildings and grounds of WRHA healthcare facilities.
Under the general direction of the WRHA Director Facilities Support Services, the Director Protective Services is responsible to provide regional level leadership and coordination towards a common security program and to provide operational oversight of WRHA Protective Services programs. Develops and maintains a standardized Protective Services program including standards for physical security, security systems, contract and employee standards, standardized training and orientation, and methodologies for security investigations.
For WRHA facilities operational oversight includes personnel management and other control and administration responsibilities for all aspects of the security functions. The Director leads the department, oversees, monitors and controls all departmental activities including personnel, operational and financial management, strategic planning, staff training, investigations, including conducting serious and sensitive investigations personally.
Experience- Minimum of seven years’ experience police or security management, with five years in a unionized security department required.
- Experience in managing a health-based security department is preferred.
- Demonstrated human resources, financial and communication skills required.
- Must have experience in leading at the department level including budgeting (operating and capital funds), site security service coordination, department strategic and operational leadership planning and leading junior supervisory/management staff.
- Complete Grade 12 Manitoba standards, required.
- Bachelor's degree in Administration, Criminology, Justice or other relevant discipline required.
- An equivalent combination of education and experience as recognized by the WRHA may be considered.
- Must have demonstrated knowledge of laws, regulations and codes applicable to law enforcement.
- Training in crime prevention and/or security preferred.
- Must be eligible for “Institutional Security Officer” appointment through the Provincial Attorney General’s Department.
- Standing as a Certified Protection Professional with International Association for Healthcare Safety and Security or ASIS International preferred.
- Must have or be able to acquire within a reasonable period of time through knowledge of occupational hazards and safety precautions and regulations to the area of supervision.
