Position Overview

The Public Health Nurse (PHN) applies public health science and nursing theory to promote, protect and preserve the health of populations. Services may be directed to individuals, families, groups or communities across the life span. PHNs use strategies to prevent injuries, chronic and communicable diseases, address environmental issues, promote reproductive and sexual health, and protect perinatal women, partners, infants and families.

PHNs strive to improve health equity by addressing determinants of health and applying strengths‑based, client‑centered, community‑development principles.

Responsibilities
  • Provide nursing and public health services in communities and across the region.
  • Apply public health science, nursing theory, and evidence‑based practices to prevent disease and promote health.
  • Conduct immunizations, intra‑dermal injections, phlebotomy, newborn and maternal assessments.
  • Assess and respond to communicable disease risks and participate in infection prevention initiatives.
  • Collaborate with community partners, other health programs, sectors, and consumers.
  • Support self‑determination through pregnancy counseling, infant feeding guidance, and respect client decisions regarding sexual and reproductive health.
  • Work with drug users, individuals engaged in harmful behaviors, and sexual and gender minorities to promote harm reduction and empowerment.
  • Remain flexible to work sites outside the home unit as needed.
Experience
  • Two years of recent, relevant experience in public health, primary care, population health promotion or community development; or completed an undergraduate practicum with Public Health.
  • Five years of experience working in Indigenous communities.
  • Demonstrated experience applying health promotion principles, primary prevention, population health, harm reduction, and community development.
  • Experience in family and child health, communicable disease control, and working with populations with lower health status.
Education
  • Baccalaureate Nursing Degree required.
  • Preferred: completion of Public Health Agency of Canada’s Skills Enhancement program, Canadian Community Health Nurses certification (CCHN(C)), a master’s level course in epidemiology, community nursing, or related area.
Certification / Licensure / Registration
  • Current Registration with the College of Registered Nurses of Manitoba (CRNM) required.
  • Active participation in professional associations (e.g., ARNM) preferred.
  • Valid Manitoba Class 5 driver’s licence required.
  • CPR training as per Employer policy.
  • IBCLC or Douglas College Breastfeeding Counsellor Certificate preferred for community‑area positions.
  • ISTM certification preferred for travel health positions.
Qualifications and Skills
  • Scope of practice as documented in the Regulated Health Professions Act.
  • Leadership ability and capacity to work independently and as part of a professional team.
  • Strong interpersonal and communication skills in English.
  • Competence in conflict management, problem‑solving, teaching, counseling, and organization of activities.
  • Experience facilitating groups and applying adult education principles.
  • Computer proficiency.
Physical Requirements
  • Physically capable of performing clinical skills: immunizations, intra‑dermal injection, phlebotomy, newborn and maternal assessments.
  • Able to push, pull, lift or carry equipment up to 50lb with proper equipment or assistance.
  • Capable of working in diverse community settings and weather conditions.
  • Requires reliable motor vehicle for transport.
  • Subject to immunizations and tuberculin testing per WRHA policy.
