Manitoba Transportation and Infrastructure is running a competition to fill the Asphalt Plant Operator (OR5) position in Portage la Prairie. The Department of Transportation and Infrastructure is responsible for establishing and managing public infrastructure, including provincial highways and roads, highway bridges and structures, water and flood control works, and northern airports and marine services. It develops, communicates and administers motor carrier regulatory and safety services.

The department also oversees and coordinates emergency preparedness, emergency response and disaster recovery.

Duties

The Asphalt Plant Operator reports to the Asphalt Mixing Supervisor. Responsibilities include operating, setting up and maintaining an asphalt plant producing up to 125 tonnes per hour; operating the loader and loading materials; conducting quality checks; managing production records; operating and transporting heavy and light equipment; assisting with setup/teardown of mobile camps; overseeing program operations in the absence of the crew supervisor;

performing computer-based record keeping; and calibrating electronic loader‑mounted scales.

Qualifications

Essential:

  • Thorough knowledge of light and heavy equipment operation, including pre‑trip inspections, maintenance, and basic repair.
  • Hands‑on experience operating and maintaining a variety of hand tools, power tools, and equipment.
  • Knowledge of WHMIS and Workplace Safety and Health policies and procedures.
  • Strong interpersonal skills to communicate effectively and courteously with internal and external stakeholders.
  • Strong organizational and time‑management skills to effectively manage multiple priorities.
  • Excellent verbal and written communication skills.
  • Availability to support branch emergency response operations throughout the province.
Conditions of Employment
  • Must be legally entitled to work in Canada.
  • Must possess and maintain a valid Class 3 driver’s license with Air Brake Endorsement.
  • Must be willing to obtain a Class 1 license within six months of obtaining the position.
  • Must be able to operate both heavy and light‑duty equipment, as required.
  • Must be able to travel frequently to work sites within the province by ground, air or water transportation.
  • Must be able to work in environments with elevated noise levels when operating or working around equipment.
  • Must be able to work extended hours or irregular hours such as shift work, weekends, evenings, statutory holidays, involving overnight stays.
  • Must be physically capable of performing the required duties of the position such as prolonged sitting, medium lifting (up to 35 kg), walking on uneven surfaces, wearing PPE and working under adverse weather conditions.
