Job Description
Position Summary

Responsible for the efficient and safe operations of traffic flow through roadways and tunnels, including coordination and management of complex tunnel safety systems in response to incidents and emergencies from Tunnel Control Centers.

Primary Duties and Responsibilities
  • Ensure safe, effective, and efficient ongoing traffic operations, maintenance of traffic (MOT), incident response, and maintenance access of the tunnel.
  • Coordinate detection, assessment, and verification of incidents and emergencies.
  • Provide accurate incident notification/dispatch to IRC and 911 dispatch communications.
  • Transmit real-time traffic information to the TMC regarding incidents or emergencies and coordinate response with other supporting emergency agencies.
  • Initiate action per incident response protocol, operate life safety systems, and coordinate response with incident response personnel and external agencies in accordance with approved IMPs.
  • Monitor roadway surfaces to ensure the tunnel is free from hazards and debris.
  • Perform security monitoring of tunnel and equipment.
  • Participate in testing of critical operational systems and tunnel emergency drills.
  • Develop and maintain expert knowledge of tunnel SCADA and TSCS control systems and related performance metrics.
  • Participate in training opportunities including induction, cross-skilling, toolbox talks, and NIMS.
  • Maintain a distraction-free work environment.
  • Participate in control room shift handover at end of each shift.
  • Provide feedback on opportunities for continuous improvement and Better Way initiatives.
  • Assist with logging subcontractor and approved visitor access to the Project via the Tunnel Operations Center.
  • Comply with federal, state, and local legal requirements to avoid legal challenges.

Knowledge, Skills & Abilities
  • Knowledge of traffic and real-time incident management operations (Preferred).
  • Strong service orientation and commitment to high-quality tunnel patron and public service.
  • Ability to adapt quickly in a fast-paced environment.
  • Focus and resilience under pressure with multiple priorities.
  • Strong communication skills and the ability to take action prior to arrival of first responders.
  • Flexibility to lead or support tunnel operators, responding entities, and maintenance crews during all phases of incident management.
  • Ability to implement prescribed incident response procedures and recognize hazards to avoid loss or injury.
  • Observe safety requirements and wear PPE as required; proficient with two-way radios and real-time data entry.
  • Comfort with operating, viewing, and interpreting real-time displays and video systems.
  • Ability to adapt priorities mid-task to respond to events; ability to analyze data for reports.
  • Excellent oral and written communication; ability to liaise at all levels with staff and responders.
  • Ability to recognize hazards and prevent loss or injury.
Education and Experience
  • High School Diploma or GED.
  • Minimum of three (3) years of experience in a control center operations role providing critical infrastructure support or related field.
  • Moderate computer skills with MS Excel and ability to read/process flowcharts.
  • Valid Driver's License with a good driving record.
  • Prior work in transportation management or traffic operations control center is preferred; consideration also given to related critical control center backgrounds (e.g., 911 operator, first responder support, casino security, energy utility, military/intelligence).
