Commission Shift is hiring a Senior Organizing Manager to develop, implement, and maintain statewide strategies for building support and mobilizing Texans to transform the Railroad Commission of Texas. The role includes managing, mentoring, and motivating a small team of organizers working on campaigns such as oil and gas cleanup, public participation, language access, and ethics reforms.

The Senior Organizing Manager will report to the Executive Director and collaborate with all teams to make Commission Shift an integral part of communities in Texas. The role involves identifying Texans impacted by oil and gas development, building community partnerships, conducting outreach, and generating awareness of opportunities for public engagement with the Railroad Commission of Texas.

This person will also ensure that the policy team is informed by community concerns and priorities, helping to develop policy solutions rooted in lived experience. This is a hands-on leadership role with opportunities to grow alongside the organization. As funding allows, the role may also include voter mobilization work.

Responsibilities
  • Develop, implement, and evaluate organizing strategies in collaboration with internal teams.
  • Mentor, manage, and direct organizing team staff.
  • Plan and execute online and in-person events with stakeholders.
  • Mobilize public participation in regulatory and legislative processes.
  • Build relationships with impacted Texans, partners, and stakeholder organizations.
  • Collaborate with communications and policy teams on strategic campaigns.
  • Assist community members in filing complaints and engaging with legislators or agencies.
  • Support community members in writing blog posts, op-eds, and letters to the editor.
  • Maintain and improve the system for gathering community input for policy development.
  • Plan and execute educational programming such as candidate forums or canvassing.
  • Identify volunteer tasks and create programs for engagement.
  • Develop and track metrics to evaluate campaign effectiveness.
  • Track and report lobbying hours as required by law.
Required

Minimum Qualifications
  • Six years of professional experience in a relevant field.
  • Support for the mission of Commission Shift.
  • Experience in coalition-building, volunteer organizing, or nonpartisan campaigns.
  • Respectful, humble, and empathetic approach to working with diverse communities.
  • Experience managing organizers and planning events with proven outreach results.
  • Experience with phone banking and canvassing.
  • Comfort making frequent phone calls for outreach and engagement.
  • Proficiency in Microsoft Word, PowerPoint, and basic Excel functions.
  • Comfort with Google Workspace (Docs, Sheets, Slides, Forms).
  • Familiarity with CRM/advocacy tools like Every Action and VAN.
  • Knowledge of strategic organizing tools like power mapping.
  • Understanding of digital and in-person public engagement methods.
  • Experience building strategic ladders of engagement for supporters.
  • Strong interpersonal skills: positivity, empathy, listening, and presence.
  • Self-motivated and organized with strong follow-through.
  • Commitment to anti-racism and systemic equity analysis.
  • Strong attention to detail and file organization.
  • Willingness to use project management tools like Asana.
  • Excellent written and verbal communication skills in English.
Desired Qualifications (Not Required)

The ideal candidate may meet some or all of the following qualifications:

  • Knowledge of Texas climate, energy, or water issues.
  • Experience leading strategic organizing campaigns.
  • Experience working with the Texas Legislature or government agencies.
  • Understanding of the Texas political landscape and culture.
  • Familiarity with Railroad Commission of Texas-related issues.
  • Bachelor’s degree in environmental science, political science, public administration, mass communications, or a related field.
  • Experience with lobbying, civic engagement, and GOTV within 501(c)(3) legal boundaries.
  • Connections to stakeholder groups like landowners, labor advocates, public education groups, business leaders, or consumer advocates.
  • Fluency in written and spoken Spanish.
