About the Role

The Whole Energy System Resilience (WESR) directorate strengthens whole-energy-system resilience by being a catalyst for change – turning insight into coordinated, prioritised action that reduces risk and builds capability across the system. WESR delivers this through analysis, assessments, reviews, emergency exercises, and plans that drive tangible improvements with our partners. WESR operates through a continuous improvement cycle that includes:
Learning systematically about energy system risks and resilience Conducting prioritised assessments to generate insights and advice Translating insights into actions that drive tangible improvements WESR is building its capability to maintain a strategic, system-wide view that integrates insights across all teams in the directorate and translates them into prioritised risks, workplans, and engagement strategies. This enables each team to focus on developing deep expertise and excellence in a specialist area.

This role can be based from Wokingham, Warwick, Glasgow, and we continue to offer hybrid working from office and home. We are open to full time and part time applicants, as well as flexible working arrangements. This role is central to generating the analysis, evidence, and insight on cross-cutting strategic energy system risk and resilience topics, connecting information from across WESR, NESO, and the wider energy system to highlight emerging vulnerabilities, opportunities, and system interactions.

Working with colleagues across multiple disciplines, you will turn complex data and qualitative insights into clear, actionable recommendations that strengthen the resilience of the energy system. You will also contribute to frameworks and methodologies, and help ensure our outputs are consistently high-quality, rigorous, and aligned with WESR priorities.

• Lead the development of system-level resilience insights on cross-cutting strategic topics, drawing together evidence from across WESR, NESO, and the wider energy system
• Act as a catalyst between analysis and action, ensuring insights are translated into clear recommendations that inform policy, standards, and coordinated improvement activity
• Support shaping priorities, narratives, and engagement on long-term resilience topics
• Coordinate the team’s work to produce coherent, high-quality outputs that reflect whole-system thinking
• Engage with other WESR teams, NESO functions, and external stakeholders to ensure insights reflect real-world system behaviour and constraints
• Contribute to the evolution and application of the Energy System Resilience Framework, ensuring insights align with agreed definitions, methodologies, and standards
• Support briefing of senior NESO leaders and external partners on strategic resilience issues and options
• Uphold analytical rigour, transparency, and consistency across all outputs

• Experience leading or coordinating system-level analytical or policy work in complex, regulated environments
• Strong ability to synthesise diverse evidence into coherent narratives and recommendations
• Confidence working with senior stakeholders and influencing without formal authority
• Curiosity about the wider context shaping the energy system, including policy and regulatory change
• Clear communication skills, able to explain complex issues concisely and persuasively
• Motivation to drive meaningful, long-term improvement in energy system resilience

A competitive salary of £64,000 - £70,000pa dependent on experience and capability
