The Role
Key purpose of the role is to provide expert contract management and procurement advice to Housing Services, ensuring robust governance arrangements are in place and that contracts are effectively managed in line with statutory requirements and council policies.
Key responsibilities will include but not be limited to:
• Maintaining a contract management strategy for Housing Services, introducing appropriate governance and key management controls.
• Leading on strategic and annual performance reviews of housing contracts, preparing reports, strategy papers and options appraisals to support procurement activity.
• Maintaining and updating the Housing contract register, ensuring the council’s contract management system is accurate and up to date.
• Providing expert advice on procurement regulations, Council policies, Standing Orders, UK legislation and relevant case law, ensuring full compliance across all contracts.
• Supporting the delivery of social value, sustainable development and inclusive growth through effective tendering and business development activities.
The Candidate
To be considered for this role you will require:
• A relevant degree or professional qualification in law, the built environment, or procurement and supply chain management (or equivalent experience).
• A proven track record of supplier and contract management within a public sector environment.
• Demonstrable experience delivering value for money initiatives and achieving cashable savings across contracts and services.
The below skills would be beneficial for the role:
• Knowledge of public procurement and contract management within housing maintenance and construction services.
• Experience managing contract registers/logs and using procurement and contract management systems (e.g. Oracle, Keystone, Northgate, MS Office).
• Strong stakeholder management skills, with the ability to build effective relationships across services, legal, finance and external partners.
The client is looking to move quickly with this role and as such are offering £550 per day Umbrella LTD Inside IR35 (approx. £475 per day PAYE).
