Building Surveyor

£52,194 - £55,323 pro rata

The Inclusive Economy and Housing Directorate at Newhamoverseesstrategies forinclusive growth, tackling poverty and inequality, and ensuring residents benefit from borough development. Property Services sits under this Directorate, and the post of senior surveyor falls within this department.

We're looking for an ambitious and experienced Building Surveyor who is passionate about delivering high-quality buildings, improving communities, and ensuring our property assets remain safe, compliant, and fit for the future.

This is more than a surveying role. It's an opportunity to influence investment decisions, drive quality standards, lead complex projects, and make a lasting impact on residents' lives.

This will be a part-time post 14.4 hours over 2 days a week. You will take ownership of a varying range of projects, managing all aspects from tender to making good defects, ensuring profitability and contractual compliance.

Key Responsibilities:
  • LBN Building Asset Portfolio Management:Set up a system for all of Newham’s buildings recording their condition including decarbonisation and maintenance priorities. Lead on condition surveys, prioritising works, cost planning and setting condition maintenance programmes for necessary works to all buildings.
  • Forms of

    Contract:

    Oversee and advise on various forms of contract providing advice as necessary to the various stakeholders. The main contract forms used areJCT Minor works, Intermediate and Design and Build plus MF1.
  • Legal Matters – Advise on all property matters including party wall agreements
  • Project Control:Monitoring and managing expenditure against budgets. Oversee all aspects of project management.

    Manage planned and ad-hoc works, ensuring excellent customer care. dispute resolution, variation management, cash flow, team leadership (mentoring, underperformance), and strategic thinking on project viability.
  • Procurement & Contracts:Overseeing tender processes, preparing contract documents, analysing bids, managing main and sub-contractor orders and authorising payments.
  • Stakeholder Liaison:Communicating with clients, architects, site managers, and other professionals on commercial and contract matters.
  • External Consultants: Appoint consultants as required and oversee and manage their performance.
  • Risk Management:Identifying and managing commercial risks and contractual issues.
  • Team Leadership:Mentoring and supporting the wider project team.
  • Reporting:Preparing and presenting progress and briefing reports, signing off valuations and reporting to project boards.

Essential

Skills & Experience:
  • Experience: Proven experience as a surveyor over several years in the construction industry
  • Strong technical knowledge of building construction, defects and repairs
  • Diagnostic Skills
    :
    Excellent diagnostic and problem-solving abilities
  • Management
    :
    Excellent contract administration and project management experience. Ability to prioritise a varied workload and meet deadlines. Strong attention to detail and commitment to quality. Strong report writing and presentation skills.
  • Procurement
    :
    Able to prepare procurement documents for various forms of contract
  • Legislation
    :
    Thorough knowledge of building regulations, standards and legislation.
  • Thorough knowledge of Building Safety Act and CDM legislation.
  • Communication
    :
    Excellent stakeholder engagement and communication skills
  • Financial
    :
    Commercial awareness and budget management capability
  • IT Proficiency
    :
    Skilled use of AutoCAD and Microsoft Office systems
  • Qualifications
    :
    Degree, HNC, HND and or RICS qualification in Building Surveying.
  • Driving
    :
    Full UK diving licence.
