Program Manager – Inter Plan Governance/Compliance

Location

This role requires associates to be in‑office 1–2 days per week, fostering collaboration and connectivity, while providing flexibility to support productivity and work‑life balance. This approach combines structured office engagement with the autonomy of virtual work, promoting a dynamic and adaptable workplace. Alternate locations may be considered.

Responsibilities
  • Manages and coordinates the development, approval, implementation and compliance of on‑going external client‑facing programs; ensures program meets its stated objectives; provides subject‑matter expertise in response to day‑to‑day external client‑facing business issues.
  • Supports several BCBSA workgroup agenda items to ensure Elevance Health's strategies and feedback are incorporated.
  • Manages Blue systemwide mandates to ensure compliance with applicable requirements such as ITS, B2, BX, Blue Axis, NDW, etc.
  • Develops communication documents and training criteria relative to program success measures.
  • Develops documentation to support meeting presentations and the tracking and reporting of the program’s success.
  • Collaborates with Plan Partners to resolve inquiries and escalations.
  • Researches applicable subject‑matter practices and remains aware of industry trends.
  • Manages external client‑facing relationships and partners with corporate and regional business areas.
  • Coordinates training related to external client‑facing program; develops program success measures and performs periodic assessments of program success.
Minimum Requirements

Requires a BA/BS and minimum of 5 years external client‑facing experience in program/project management; or any combination of education and experience, which would provide an equivalent background.

Preferred Skills, Capabilities and Experiences
  • Experience and knowledge with Blue Card and/or Inter Plan policy highly preferred.
  • Familiarity with ITS, CIW and Blue Squared highly preferred.
  • Graduate degree preferred.
  • Experience and knowledge of data analytics, project management, project execution, process improvement and change management experience (strategic and execution) strongly preferred.
  • Project management certification preferred.
  • Experience and knowledge in healthcare or managed care is preferred.
  • Ability to collaborate with cross‑functional teams strongly preferred.
  • Ability to organize work, set and manage multiple priorities in a time‑sensitive manner is strongly preferred.
  • The ideal candidate is resourceful, inquisitive, creative and displays a passion for being a problem solver, being a leader, hit the ground running, demonstrated assertive decision‑making style and have superior interpersonal skills strongly preferred.
  • Excellent written, oral, presentation communication skills with the proven ability to negotiate expectations between multiple parties such as Elevance Health, Plans and BCBSA.
  • Proficient of Microsoft Office products, most notably expertise in Excel, PowerPoint, Teams, Outlook, and Word.

* range for this specific position is $94,416 to $155,112
