Position: Claim & Planning Specialist (Water Treatment Construction 1 Year Contract/Up to $8000/5.5 Working Days)

Job Summary

The Claim & Planning Specialist (Contract Manager) is responsible for preparing and managing contractual claims while also developing, monitoring, and analyzing project schedules for water treatment construction projects. This hybrid role ensures accurate claims, identifies schedule slippages, conducts critical path analysis, and supports project planning and control activities to maintain timely project delivery.

Key Responsibilities Claims Management

1. Identify, evaluate, and prepare contractual claims including EOT, disruption, loss & expense, and variation claims.

2. Review project documentation to determine contractual entitlement under FIDIC, PSSCOC, EPC, or project-specific conditions.

3. Prepare detailed claim narratives, delay justifications, and substantiation packages.

Schedule Development & Monitoring

1. Develop and maintain the baseline project schedule using Primavera P6 or MS Project.

2. Update and monitor the schedule against actual site progress and project milestones.

3. Conduct Critical Path Analysis (CPA) to identify activities impacting overall project completion.

4. Track float usage, logic changes, and emerging delay risks.

5. Identify schedule slippages and assess their root causes.

6. Support As-Planned vs As-Built, Time Impact Analysis (TIA), and Windows Analysis to substantiate claims.

Delay & Disruption Analysis

1. Analyze delays affecting water treatment process systems, M&E installation, civil works, and commissioning activities.

2. Assess schedule impacts due to:

3. Late design information

4. Material delays

5. Workfront constraints

6. Additional works or rework

7. Interface delays with other trades

8. Link delay/disruption events to cause-and-effect justifications for claims.

Documentation & Records Management

1. Collect and maintain project records: daily reports, manpower/equipment logs, RFIs, NCRs, SI/VO instructions, delivery records, test & commissioning data, progress photos, inspection records.

2. Maintain claims register and schedule variance log.

3. Ensure project documentation supports both claims and schedule verification.

Contract Review & Risk Management

1. Review contract requirements to identify potential claimable events early.

2. Prepare and issue early warning notices or contractual notifications.

3. Highlight risks to the Project Manager regarding potential delays, variations, or scope gaps.

Stakeholder Coordination

1. Coordinate with Project Managers, Planning/Scheduler, Engineering & Site Teams, QS/Cost Control, and Procurement.

2. Liaise with clients, consultants, and subcontractors on claim and schedule matters.

3. Provide technical support in claim justification, schedule updates, and variance analysis.

4. Prepare and substantiate progress claim to client and certify claim from clients, consultants, and subcontractors on claim

Reporting & Management Support

1. Prepare weekly/monthly reports on schedule deviations, critical path changes, and delay causes.

2. Provide management insights on claim opportunities, exposure risks, and recommended actions.

3. Present findings during project meetings, integrating claims and schedule analysis.

4. Prepare and provide progress report to the client

Qualifications Education

Degree or Diploma in Engineering (Mechanical, Electrical, Civil, Environmental), Quantity Surveying, Construction Management, or related discipline.

Experience

1. 3–8 years experience in:

2. Water treatment / utility construction projects

3. EPC, M&E, or industrial plant construction

4. Claims, project planning, or project control roles

5. Delay analysis experience is a plus

Skills

1. Proficiency in Primavera P6, MS Project, and delay analysis methods.

2. Strong understanding of construction sequencing, schedule logic, and M&E integration.

3. Knowledge of water treatment systems (RO, UF, pumps, tanks, chemical dosing, process piping) is a plus but not a requirement

4. Ability to combine claims assessment with schedule monitoring.

5. Excellent writing, analytical, and documentation skills.
