Job Description

The Oklahoma Indigent Defense System (OIDS) is the statewide public defender agency which provides legal representation to indigent clients throughout the State of Oklahoma, with the exception of Oklahoma and Tulsa counties.

OIDS is currently seeking a full-time Deputy Division Chief in the Non‑Capital Trial Division, Woodward office.

Basic Purpose

This position is responsible for the day‑to‑day administration of the division. This includes all tasks and responsibilities required for providing legal representation and administrative functions such as case management and other administrative functions.

Typical Functions

The functions performed in this job family will vary by level, unit and organization, but may include the following:

  • Provides direct legal representation to agency clients as assigned
  • Performs administrative, management, and supervisory duties.
  • Ensures day-to-day administrative duties and functions are performed by monitoring and supervising division’s operation at the direction of the Division Chief.
  • Requests for professional services for effective legal representation.
  • Assists in developing organizational structure for the division to maximize existing resources to increase the quality of legal representation and effectiveness.
  • Coordinates and facilitates cooperation with individuals working for the justice system outside the agency.
  • Assists with the assignment of attorneys within the division to trial teams.
  • Exercises long‑range docket management by continually monitoring docket changes and recommends adjustments as needed.
  • Performs other tasks to ensure the highest quality of legal representation is provided.
  • Supervises staff by providing on‑going review of attorney caseloads, assisting, and observing staff in all aspects of the trial, ensuring compliance with all applicable court policies, procedures, and rules, coaching and mentoring, and other administrative supervisory functions.
  • Performs other duties as assigned
Level Descriptor

This is the leadership level of the job family where employees are assigned direct supervisory responsibility of lower-level staff and will perform all tasks related to supervision.

Knowledge, Skills, Abilities And Competencies

Knowledge, skills, and abilities required at this level include knowledge of supervisory practices and principles; work flow and processes of legal offices; legal principles and their application; legal research methods; the scope of Oklahoma Statutory laws and provisions; the Oklahoma Constitution; the principles of administrative and constitutional law; and knowledge of case review.

Skills required include skill in evaluating work of others to determine adequacy and accuracy; conducting legal research; and analyzing facts and data.

Abilities required include ability to provide direction, supervision, coaching, and mentoring to lower-level staff, effectively and persuasively communicate in written and oral form; and collaboration.

Education And Experience

Education and experience requirements at this level consist of a Juris Doctorate from an accredited law school, member in good standing of the Oklahoma Bar Association, five (5) years of relevant criminal law experience, and three (3) years of relevant management experience.

Special Requirements

Must abide by the Oklahoma Rules of Professional Conduct, (5 O.S. Chapter 1, Appendix 3‑A).

Must comply with the Continuing Legal Education (CLE) requirements of the Oklahoma Bar Association and the agency.

Job‑related travel is required for this position.
