Head of Waste Services - Worcester
Contract position. Salary: £29.60 per hour PAYE or £38.74 per hour through an umbrella company (inside IR35).
Employment Details- Hybrid working; some time at offices / locations in Worcestershire and Herefordshire.
- Up to 3–5 days per week (some flexibility).
- Reports to Head of Infrastructure Projects and Contracts at Worcestershire County Council.
- Develop and run the Procurement Strategy and programme for waste disposal arrangements following the current contract period.
- Collaborate with Worcestershire County Council, Herefordshire Council, Government agencies and the private sector to secure delivery of new contract arrangements.
- Identify, develop and manage risks associated with the procurement programme.
- Engage and secure resources – local authority and advisors – to deliver the programme.
- Facilitate decision‑making through established governance arrangements.
- Prepare reports, policy papers and presentations and present them to various stakeholders, including the Chief Executive, Council Committees, individual members and the Department for Environment, Food and Rural Affairs.
- Ensure adherence to principles of project management and regulatory matters related to waste management and procurement.
- Work imaginatively and responsively with a multi‑disciplinary team to ensure delivery within agreed budgets and timescales.
- Support and work with the existing Waste Management / Service Teams.
- Degree.
- Significant experience in waste disposal and waste contract management.
- Procurement experience and knowledge.
- Leadership skills – facilitating decision making, reporting, communication, relationship management and gravitas.
- Programme / Project Management expertise.
- Strong influencing, negotiating, analytical and problem‑solving skills.
- Excellent written and oral communication skills, including preparation of reports and presentations for senior audiences.
- Ability to communicate highly complex issues to a non‑expert audience.
- Management experience leading multi‑disciplinary teams to achieve high performance.
