Job Description 1 - 2 Month Contract With A Local Authority

Job Purpose

The Fleet and Compliance Manager will provide strategic and operational leadership for the Council's fleet, technical services, depots, and compliance functions. The role is responsible for ensuring the Council's fleet operates safely, efficiently, and in full compliance with statutory legislation, Operator Licence requirements, and health and safety regulations, while driving service improvement, commercial opportunities, and operational excellence across City Services.

Key Responsibilities
  • Lead and manage the Council's fleet, technical services, and depot operations, ensuring statutory and regulatory compliance.
  • Act as the Council's nominated Operator Licence (O Licence) holder , ensuring compliance with DVSA/VOSA and Department for Transport requirements.
  • Oversee the maintenance, compliance, and operational performance of the Council's fleet and associated assets.
  • Lead on Health & Safety across City Services, promoting a strong culture of safety and compliance.
  • Manage depot buildings and facilities used in the delivery of front-line services.
  • Develop and implement service improvement initiatives, driving innovation, efficiency, and commercial opportunities.
  • Lead, motivate, and develop multidisciplinary teams, ensuring high performance, employee engagement, and continuous professional development.
  • Manage service budgets, resources, procurement, and external contracts to deliver value for money.
  • Build effective relationships with internal stakeholders, elected members, contractors, and external partners.
  • Prepare reports and provide expert advice to senior management, committees, and elected members.
  • Identify, manage, and mitigate operational risks, including business continuity planning.
  • Deputise for the Head of Service or Director when required and participate in the City Services on-call rota.
Requirements
  • CPC Holder – Transport Manager (required to act as the Council's Operator Licence holder).
  • Degree, professional qualification, or equivalent experience in a relevant discipline.
  • Significant experience in fleet management within a complex operational environment.
  • Strong knowledge of fleet legislation, Operator Licence requirements, and transport compliance.
  • Proven leadership experience managing teams, budgets, and operational services.
  • Experience delivering service improvement, innovation, and commercial initiatives.
  • Excellent communication, stakeholder management, and influencing skills.
  • Strong planning, organisational, and problem-solving abilities.
  • Knowledge of health and safety legislation and risk management.
  • Desirable:
    Health & Safety qualification, membership of a relevant professional body, local government experience, and experience managing depots or operational facilities.
