Worcester City Council is seeking an experienced and proactive Fleet and Compliance Manager to provide strategic and operational leadership across our fleet, depot and technical services.

This is a key management role supporting some of the Council’s most visible and essential frontline services. You will ensure that our vehicle fleet is safe, reliable, cost-effective and operated in full compliance with the Council’s Operator’s Licence and all relevant transport legislation.

You will also lead on health and safety across City Services, oversee the management of operational depot facilities and help us identify opportunities to improve services, reduce costs and generate income.

What you will be doing:

As Fleet and Compliance Manager, you will:

  • Lead and manage the Council’s fleet and team, promoting high performance, employee engagement and continuous improvement.
  • Undertake the statutory Transport Manager responsibilities associated with the Council’s Operator’s Licence.
  • Ensure compliance with Driver and Vehicle Standards Agency requirements, road transport legislation and the conditions of the Operator’s Licence.
  • Oversee vehicle maintenance, inspections, defect management, driver compliance and fleet performance.
  • Provide professional advice to senior managers, elected members and operational teams.
  • Lead health and safety management across City Services, supporting a positive and proactive safety culture.
  • Oversee the management and safe operation of Council depots and other operational facilities.
  • Manage service budgets, ensuring resources are used effectively.
  • Lead service transformation, business improvement and environmental initiatives.
  • Manage contracts, suppliers and specialist consultants.
  • Develop effective working relationships with Worcestershire County Council, neighbouring authorities, contractors and professional bodies.
  • Prepare reports and represent the service at committee, partnership and public meetings.
  • Support operational resilience and participate in the City Services on-call rota.

About you

You will be an experienced fleet professional with strong knowledge of transport legislation, Operator’s Licence compliance and the practical demands of supporting frontline services.

You will be confident leading people, managing competing priorities and making sound decisions in a busy operational environment. You will also be comfortable communicating with employees, contractors, senior managers and elected members.

You must have:

  • A Certificate of Professional Competence for Transport Managers – Road Haulage, enabling you to be nominated as the Council’s Transport Manager.
  • Thorough knowledge of the legislative and regulatory requirements governing vehicle and fleet management.
  • Significant experience of managing a diverse operational fleet across multiple service areas.
  • Substantial experience of managing employees, budgets and operational resources.
  • A relevant degree or professional qualification, or equivalent transferable knowledge and experience.
  • Strong leadership, planning and organisational skills.
  • Excellent written and verbal communication skills, including the ability to present complex information clearly.
  • The confidence and resilience to manage difficult situations, challenge poor practice and influence at all levels.
  • Experience of delivering service improvements, innovation and sustainable or environmental initiatives.

A health and safety qualification, membership of a relevant professional body, experience of depot or operational property management and previous local government experience would be advantageous.
