Job Description
  • To coordinate, plan, direct and oversee the activities and operations of the Emergency Management Agency (Homeland Security Agency) as well as local fire districts to ensure local emergency response agencies and the public are prepared to respond to and recover from hazards or terrorist activity that may affect the jurisdiction.
  • To work with outside agencies in response, planning and recovery from natural disasters, fires or acts of terrorism.
  • Provide information and assistance to Fire District Chiefs and boards.
  • Provide emergency response assistance to mutual aide agencies including wild land and structure fires.
  • Provide advice and assistance to fire district personnel during incidents including but not limited to assistance with incident investigation, reporting and after-action reviews.
  • Stay current regarding standards, codes and statutes that affect Emergency Management and Fire Services.
  • Maintain Homeland Security Grants, and have working knowledge of available Federal, State, and Local Grant opportunities.
  • Order, purchase and maintain required equipment in accordance with County budget guidelines.
  • To coordinate with local, state, and federal fire organizations to organize financial assistance for fire events including but not limited to opening of the EFSA account and working with State Forestry and the Bureau of Land Management with cost share agreements.
  • Responsible for establishment of Emergency Operation Center (EOC) and their operation and organization during and prior to an emergency event.
  • Administer Tier II Reporting and the Public Right to Know Act.
  • Work with LEPC (Local Emergency Planning Committee), CERT (Community Emergency Response Team), and coordinators throughout the county and committees as assigned.
  • Serves as a board member of the Local Emergency Planning Committee (LEPC).
  • In times of emergencies act as an advisor to emergency response and the public.
  • Coordinate planning and organization for the use of all public and private resources available to the county including but not limited to equipment, personnel, supplies, and all other available resources.
  • To negotiate agreements with Federal, State and local partners.
  • Responsible for preparation, response and recovery from emergencies and disasters.
  • Identify emergency or hazard related resource deficiencies and work with the appropriate officials on corrective measures.
  • Establish a logistics and resource communication network.
  • Maintain emergency public information systems such as mass notification systems (Platte Alert), social media accounts and public information sharing platforms.
  • Maintain certifications of all FCC tower licensure. Ensure communication towers are and operational.
  • Administrative functions of the town alerting sirens as well as public notification of siren use prior to, during and after events if feasible.
  • Prepare and update required plans for the County, including but not limited to Emergency Operations Planning, Disaster Mitigations Planning, Evacuations Planning, Hazardous Material Planning, Fire Mitigation and Recovery Planning.
  • Perform other duties as assigned or required.
Skills and Qualifications
  • Must have a current Wyoming driver's license (or be able to obtain one by date of employment).
  • The ability to travel and stay on the scene of local disasters for extended periods of time.
  • Knowledge of incident and emergency management procedures and protocol.
  • Knowledge of Homeland Security/FEMA requirements in relation to emergency management.
  • Knowledge of State, County and Municipal emergency management statutes, rules, ordinances and codes.
  • Knowledge of Fire Investigation process and protocols.
  • Skill in coordinating emergency management and fire activities.
  • Skill in effectively alerting the public and providing local emergency and disaster information.
  • Skill in providing advice to fire district personnel during emergency situations.
  • Skill in conducting emergency preparedness training for community groups.
  • Skill in interpreting and applying governmental directives.
