Position Title: Wetlands Specialist
Location: Cheyenne, WY
General Description: WYDOT is seeking a knowledgeable and motivated Wetlands Specialist to play a key role in supporting responsible infrastructure development across the state. In this position, you will ensure WYDOT’s projects comply with U.S. Army Corps of Engineers (ACOE) regulations while helping maintain critical Project Control System (PCS) schedules. As WYDOT’s primary ACOE liaison, you will lead the acquisition of required permits, guide project teams through complex regulatory processes, and provide expert insight on wetland‑related issues.
You will also manage wetland and stream‑mitigation sites statewide, serving as WYDOT’s technical authority on wetland science and compliance.
- Ensure WYDOT’s compliance with U.S. Army Corps of Engineers (ACOE) regulations for all applicable projects.
- Maintain project progress by supporting the Project Control System (PCS) schedules related to wetlands requirements.
- Serve as WYDOT’s primary ACOE liaison, facilitating communication and coordination with the agency.
- Lead the acquisition, preparation, and submission of required ACOE permits.
- Manage and provide oversight to contracted wetland consultants for delineation of impacted wetlands and streams across the state.
- Provide expert technical guidance on wetlands issues to project teams, leadership, and stakeholders.
- Maintain an expert‑level understanding of the full range of ACOE permits and permit conditions to ensure proper use and application.
- Interpret and apply complex rules and regulations associated with the ACOE permitting process.
- Evaluate appropriate wetland mitigation strategies tailored to specific sites or project needs, including in‑kind, on‑site, and in‑lieu fee options.
- Coordinate with and provide informed recommendations to District staff and Environmental Services teams regarding wetlands compliance and mitigation actions.
- Preferences: Preference given to those with team player skills, strong communication skills and ability to travel.
- Knowledge:
- Strong interpersonal skills for working with public resource agencies, regulatory agencies, and local officials.
- Effective decision‑making abilities in complex or evolving project environment.
- Proficient in research and data analysis to support environmental and permitting decisions.
- Skilled in preparing technical reports and delivering clear, professional presentations.
- Principles, concepts, and best practises of wetland hydrology, soils, and vegetation.
- Wetland and stream mitigation design and construction methods.
- Weed control practices relevant to wetlands and restoration sites.
- Requirements of the Clean Water Act.
- National and Wyoming Pollution Discharge Elimination System regulations.
- Federal permitting processes, specifically those overseen by the U.S. Army Corps of Engineers (ACOE).
- Work independently and manage workload effectively.
- Perform duties with accuracy, accountability, and attention to detail.
- Review transportation design plans for compliance, accuracy, and quality.
- Build and maintain constructive working relationships with coworkers, outside agencies, and the public.
- Education: Bachelor’s Degree (typically in the Sciences).
- Experience:
- 1–2 years of progressive work experience (typically in the Sciences) with acquired knowledge at the level of a Natural Resources Analyst.
- Education & Experience Substitution: 4–6 years of progressive work experience (typically in the Sciences) with acquired knowledge at the level of a Natural Resources Analyst.
