Plans, directs, and administers the activities of the Regional Planning Coordinating & Commission (RPCC) under administrative direction. Develops, coordinates, and implements policies and procedures; supervises staff; manages and prepares annual budget; researches and gathers data; prepares reports and presentations; coordinates with local governments on development and planning issues.

Work Hours:

8:00 am - 4:30 pm with evening meetings, flexible schedule options available

• Manages planning, general office, staff, and consultants; directly supervises employees (e.g., effectively recommends hiring, approves leave, recommends compensation, issues discipline, and conducts evaluations). Develops and recommends the commission budget.
• Develops policies and procedures, under administrative direction, related to the operation and management of the RPC; establishes work objectives and priorities. Develops, implements, and evaluates plans, policies, procedures, and programs on County development (e.g., research, assimilates, and analyzes data); formulates alternative solutions or policies; prepares graphic, written, and oral reports and communicates to government entities, the RPCC, and the public.
• Performs special studies and research projects; provides technical assistance and Information regarding land use, public utilities, government regulations, economics, population mechanics, conservation, etc.; prepares and administers State and Federal grant applications.
• Represents the RPCC with other organizations and at public meetings, serves on advisory committees, liaisons with government officials, media representatives, developers, the public, etc.
• Provides technical assistance to the Board of County Commissioners, other agencies, and authorities (e.g., County Economic Development Department, County Park District, County Sanitary Engineer, Soil and Water and Conservation, County Engineer, municipalities, townships, etc.)
• Prepares and maintains the Greene County Subdivision Regulations; reviews and recommends amendments to subdivision, zoning, bonding, and other RPCC, County, and township regulations.>
• Reviews and processes minor subdivision (lot) split applications; sends subdivisions transmittals; reviews preliminary, construction drawings, and final subdivision plats; reviews requests for zoning text and map amendments; prepares letters to applicants regarding actions taken;
  Oversees the development and maintenance of the office website.

B.A. or B.S. in urban planning or equivalent degree; ten (10) years of progressively responsible experience in a planning or related capacity to include evidence of knowledge of management, personnel practices, community/urban planning, budgeting, grants administration, research, and government structure.; five (5) years of progressively responsible supervisory experience. Or any equivalent combination of education and experience.

M.A. or M.S. in urban planning or equivalent degree, American Institute of Certified Planners (AICP) certification is preferred.
