Under general supervision, inspects buildings and construction projects to ensure compliance with mechanical, plumbing, zoning, building, fire, and municipal codes, as well as state, federal, and other laws, rules and regulations. Provides technical assistance on compliance; reviews plans and blueprints to verify adherence to approved standards; represents the City in a variety of public meetings; performs related duties. Work is performed with considerable latitude for exercising independent judgment in day‑to‑day matters.
EssentialFunctions
- Inspects existing and construction/remodeling work to ensure compliance with mechanical, plumbing, zoning, building, fire, municipal, Washington State, and accessibility codes.
- Performs acceptance and testing of alarm and sprinkler systems, including smoke and heat detectors, pull stations, and hydro tests.
- Advises property owners, contractors, and installers of compliance issues; issues Correction Notices, Stop Work Orders, and Certificates of Occupancy.
- Inspects oil tanks, fire prevention systems, and new building installations for compliance with approved plans and specifications.
- Assesses buildings for housing, dangerous building, and habitability standards, including those for relocated structures.
- Reviews blueprints for seismic bracing, engineered systems, and alternate bracing to ensure compliance with current engineering practices.
- Represents the division and City at council meetings, community and public meetings, and pre‑construction meetings.
- Conducts research, prepares reports, maintains inspection records, and may serve as a witness in court proceedings.
- Contributes to efficiency improvements, turnaround time reduction, and exceptional customer service.
- High school diploma or GED and any combination of education and experience equivalent to 2 years of journey level building construction experience.
- One year of code enforcement or code inspection experience plus two additional certifications may substitute for the required construction experience. Additional certifications include ICC Residential Building Inspector Certification, ICC Mechanical Inspector, ICC Building Plans Examiner, or IAPMO Uniform Plumbing Code Inspector.
- Valid Commercial Building Inspector Certificate from the International Conference of Building Officials (ICBO) or the International Code Council (ICC) at time of application.
- Active Washington State Driver’s License.
- First Aid/CPR certificate within six months of appointment.
Work is frequently performed outside and occasionally inside. Continuous use of both hands for reaching, handling, and keyboarding. Occasional lifting and carrying up to 25 pounds. Occasionally ascends/descends stairs and ladders. Requires exposure to diverse weather conditions, uneven terrain, chemicals, and potential hazards.
