Are you an experienced Transport Development Control Manager, Highway Development Manager, or Senior Transport Planning professional looking for your next interim leadership opportunity?

South Gloucestershire Council is seeking an experienced manager to lead its Transport Development Control Team, providing strategic leadership during a critical period of growth and development.

This is an excellent opportunity to lead a high-performing team, influence major development proposals, and play a key role in shaping sustainable transport infrastructure across the district.

The Role

You will provide immediate leadership of the Transport Development Control function, ensuring high-quality highways and transport advice is delivered on planning applications while maintaining excellent service performance.

Key responsibilities include:

βœ” Leading and managing the Transport Development Control Team
βœ” Overseeing major residential, employment and infrastructure planning applications
βœ” Negotiating transport mitigation with developers, consultants and planning authorities
βœ” Representing the Local Highway Authority at planning committees, appeals, hearings and public inquiries
βœ” Managing service performance, resources and continuous improvement initiatives
βœ” Building strong relationships with Planning, Legal Services, elected members and external stakeholders

About You

We're looking for someone with:

βœ… Extensive experience within a Local Authority Transport Development Control, Highway Development Management or Transport Planning service

βœ… Proven experience managing professional teams and delivering high-performing services

βœ… Strong knowledge of:

* UK Planning System

* Highway Development Management

* Transport Planning Policy

* Highway Design Standards

* Development Impact Assessments

* Sustainable Transport Principles

βœ… Experience negotiating complex planning applications and transport mitigation packages

βœ… Excellent stakeholder management and communication skills

βœ… Degree in Transport Planning, Civil Engineering, or a related discipline

⭐ Professional membership with CIHT, TPS, ICE, or equivalent is highly desirable.
