Head of FM - Hard Services (Technical) £78,000 + Car Allowance + Bonus + Private Healthcare

Location:

Millsike Prison, York (Onsite)

The Opportunity

We’re looking for an experienced Head of FM to lead Hard Services across a prison estate. This role sits at the heart of the operation – you’ll be responsible for safe, compliant, high‑performing FM delivery, while leading teams and building strong relationships with HMPPS and key stakeholders. You’ll have real ownership, managing performance, risk and budgets in a complex, highly regulated environment.

The Role

You will take the lead on all FM service delivery, ensuring everything meets statutory requirements, contract standards and HMPPS expectations. You will oversee day‑to‑day activities, drive maintenance (SFG
20), lifecycle planning and asset management, mandating risk control and smooth operations. You will represent the business with the client, leading meetings, resolving issues and identifying opportunities to improve service and reduce cost. Internally, you will lead and develop your teams, managing recruitment, performance, ER matters and engagement, and fostering a strong, inclusive culture. Financially, you will own the budget, forecasts and reporting, ensuring performance stays on track and within agreed parameters.

What You’ll Bring
  • A strong background in Hard FM or TFM leadership, ideally within a prison or secure environment, supported by an engineering qualification.
  • Knowledge of building services, maintenance standards (SFG
    20) and FM compliance, and the ability to manage performance across a complex estate.
  • Experience leading large teams, handling people matters and delivering service plans, KPIs, strong financial and commercial awareness.
  • IOSH (essential) and NEBOSH (desirable); professional membership such as IWFM, CMI or CMIOSH.
  • Confidence with data, reporting and performance analysis.
  • Ability to manage risk, priorities and multiple work streams.
  • A clear communicator, proactive problem solver, and someone who builds trust quickly.
