Personal Financial Counselor

Responsibilities

• Provide personal financial services and counseling to military service members and families at assigned installations.
• Offer one‑on‑one counseling, briefings, and presentations, and provide referrals beyond the counseling session.
• Work with installation and branch Points of Contact to ensure program scope and needs are met.
• Assist service members in establishing spending plans during extended absences.
• Develop and distribute informational financial materials.
• Coordinate, publicize, and provide a wide variety of Personal Financial Management classes and workshops covering the military lifecycle (arrival, pre‑ and post‑deployment, career events per DoDI
  1322.34).
• Respond to requests for age‑appropriate classes or seminars.
• Utilize virtual counseling and electronic communication modes such as web‑based, secure online chat, and video‑based communications; virtual support authorized by OSDFINRED.
• Manage duty‑to‑warn situations per DoD protocol.
• Communicate with leadership, participate in individual and group supervision, and share trends and issues with the installation.
• Participate in regular in‑services, training, quality improvement committees, or other contract activities as assigned.
• Perform all other duties as assigned. The job duties listed above are representative and may not be exhaustive; additional duties may be assigned by leadership.

• Bachelor’s degree required. Applicants with an associate degree plus 4years’ experience or a high school diploma plus 6years’ experience may also be considered.
• 3+ years of financial counseling experience.
• Must be a U.S. citizen and speak fluent English.
• If required, must be bilingual in English and Spanish.
• Must obtain a favorably adjudicated Tier2 investigation.
• Must pass the Congressionally Mandated Disclosures for Organizational Conflicts of Interest (OCI) process.
• Must hold one of the following certifications:
  Accredited Financial Counselor (AFC), Certified Financial Planner (CFP), or Chartered Financial Consultant (ChFC).

Base salary range: $58,440 – $93,500 (may vary by location and individual qualifications). May be eligible for short‑term incentives and a comprehensive benefits package including health, life, voluntary and other benefits that enhance physical, mental, emotional and financial wellbeing.
