DEFINITIONUnder general supervision, to perform a variety of difficult, technical, and paraprofessional office and field engineering work; to prepare plans, designs, and specifications for a variety of county projects; to review work prepared by outside consultants; to prepare engineering reports; and to do related work as required. This classification is a for cause, non-exempt position.
DISTINGUISHING CHARACTERISTICSThis is the experienced level classification for the performance of paraprofessional engineering work. Incumbents should have considerable training in engineering theory and principles and/or technical engineering work experience. Incumbents perform a variety of paraprofessional engineering assignments. This class is distinguished from Junior Civil Engineer by performance of a broader range of job assignments under less supervision. It is distinguished from Associate Civil Engineer by not requiring formal registration as a Professional Engineer.
An incumbent is expected to perform at a level equivalent to an Engineer‑In‑Training.
Senior Civil Engineer, Deputy Director of Public Works. CLASSIFICATIONS SUPERVISED:
Incumbents may provide some direction and training for Engineering Technician I, II, III.
Prepares and evaluates designs, preliminary and final plans and specifications for a variety of road, bridge, drainage system, water treatment facility, airport, waste management, and related public works projects; performs technical drafting; performs project development and planning; serves as a resident engineer, performing contract administration, construction inspection, and project administration; ensures that contractors meet proper standards, specification requirements, cost controls, and time requirements;
approves changes orders and progress payments; assists with foundation and hydrology studies; receives public inquiries regarding County engineering standards; researches data and provides answers for engineers and contractors; collects, organizes, summarizes, and analyzes a variety of technical engineering data; assists with grant proposals and administration; performs engineering reviews of environmental impact reports; prepares preliminary reports for tentative subdivision map conditions;
performs field surveys; uses a computer to reduce survey data; performs engineering calculations; develops data for the acquisition of right‑of‑way; prepares engineering cost estimates; reviews laboratory reports and analyzes the quality and compliance of materials; performs traffic studies; may have responsibility for administration of county airports; develops and proposes solutions to engineering problems; reviews applications and approves the issue of permits;
provides technical engineering assistance to the public and other agencies; may provide some direction and training for technical and paraprofessional engineering staff; may represent the county Public Works Department in meetings with contractors, engineers, developers, property owners, attorneys, and representatives of other public agencies.
