General Statement of Duties

Under direction, to plan, organize, evaluate, and participate in the work of administrative, eligibility, employment, and technical support staff responsible for major department organizational units; to analyze and interpret legislation, laws, and regulations, determining their impact on department services and functions; to develop and conduct staff training regarding service and compliance issues; to perform complex administrative and technical work for the department;

and to do related work as required.

Distinguishing Characteristics

This is a specialized Staff Analyst classification for positions which have responsibility for program coordination or development and support services in a department/division or organizational unit. Incumbents have responsibilities for supervising and coordinating assigned work areas and staff, analysis and assessment of the impact of legislation and regulations on department programs and services.

Reports to

Designated departmental administrator depending on assigned department.

Examples of Duties

Plans, assigns, coordinates, and reviews the work of staff engaged in the review and analysis of department operations, policies, and procedures; provides project guidance and oversight for assigned personnel; analyzes the impact of legislation, rules, and regulations of department functions and services; conducts individual and group conferences to discuss or interpret rules, regulations, and policies; determines the need for staff training on program and regulation implementation;

prepares and implements training programs on the impacts and compliance with rules and regulations; prepares and monitors contracts executed by the department; prepares major department reports such as the comprehensive annual plan; gathers and analyzes data regarding department services and operations; develops recommendations on department policies, procedures, and operations; performs special studies and research projects; represents the department at meetings;

confers with department management regarding policies, procedures, staffing, and equipment needs.

Knowledge of:
  • General principles of public administration.
  • Principles and practices of assigned areas of specialization including legislation and regulation analysis and staff development and training.
  • Public program goals, requirements, and operations.
  • Policies, procedures, and programs of the assigned County department.
  • In-depth and interactive interviewing and information gathering techniques.
  • Research and information gathering methods and procedures.
  • Computer methods, software, and systems used in public service program administration.
  • Principles, techniques and practices of project planning, development, and coordination and staff development.
Skills Desired:
  • Perform a variety of legislative, regulation, and administrative analysis work.
  • Provide direction and coordination for assigned staff.
  • Evaluate information and develop recommendations regarding department policies and staff development requirements.
  • Prepare and implement staff development and training programs.
  • Interpret, explain, and apply a variety of federal, state and county public assistance policies, rules, procedures, and regulations.
  • Collect, interpret, and evaluate narrative and statistical data.
  • Communicate effectively orally and in writing including the preparation of clear and concise records and reports.
  • Effectively communicate with people from diverse ethnic and cultural backgrounds.
  • Explain complex regulations and programs in an easily understandable manner.
  • Effectively represent the assigned department in answering questions, responding to inquiries, providing assistance, and dealing with concerns from the public, community organizations, other County staff, and other agencies.
