Overview
4-H Youth Development Community Education Specialist (CES
2) – Yuba City, CA. Job .
Location:
University of California Agriculture and Natural Resources; reports to the 4-H Regional Program Coordinator. 4-H YDP is the largest youth-serving organization in the U.S. This position supports positive youth development through research-based practices, collaboration, and community engagement. This is a 50% variable career appointment.
Pay Scale: $21.65/hour to $28.78/hour.

Key Responsibilities- Program Liaison and Coordination:
Manage the 4-H youth development program, events, and activities; ensure compliance with positive youth development, DEI best practices, policy and procedure; coordinate with volunteers, youth, and community partners; provide training and support to club leaders, project leaders, other volunteers, youth, and community partners using approved materials and curricula; assist with starting new 4-H programs and chartering new clubs; communicate 4-H policies and enrollment processes to youth, volunteers, parents, and partners;
attend meetings as needed to support a cohesive volunteer management system; resolve conflicts per 4-H policy and keep the Regional Program Coordinator informed. - Enrollment and Records:
Monitor, verify, and approve youth and volunteer enrollments in line with 4-H policies; recruit/train volunteer enrollment coordinators; screen applications and ensure completion of required steps (including fingerprinting) and record retention guidelines. - Program Expansion, Outreach, and Recruitment:
Promote and expand 4-H programs in schools and communities; assist with outreach plans to increase participation and serve underserved communities; deliver education in Spanish and English when appropriate and culturally responsive. - Facility Use Agreements and Policy Compliance:
Provide technical support for event coordination; monitor policy compliance, process facility use and rental requests, and respond to policy inquiries with RPC support as needed. - Fiscal Review and Compliance:
Oversee unit budgets and fundraising approvals; review monthly bank statements for compliance and assist with end-of-year financial reporting. - Communications:
Maintain county social media, create recruiting materials, assist with presentations, manage enrollment data, and update websites using Canva and Microsoft Office tools. - Reports:
Prepare annual plans, county and grant reports, and progress/accomplishments reports as requested; assist with affirmative action reporting. - All other duties:
Duties and percentages vary by county; supervisor will provide county-specific percentages.
- Minimum associate degree or equivalent experience in personnel management, youth development, program management, volunteer management, training, and conducting workshops.
- Experience working with diverse communities in a respectful, responsive manner; demonstrated success in teaching and delivering community education programs to diverse youth, families, and/or volunteers.
- Familiarity with community-based agencies and collaboration with multiple organizations; ability to interpret and communicate policies and ensure compliance.
- Ability to conduct needs assessments; strong analytical, reading, verbal, written, and interpersonal communication skills; good presentation skills.
- Proficient with Windows-based computers and Microsoft Office (Excel, Word, PowerPoint).
- Bilingual English/Spanish
- Ability to bridge cultural differences; proficient with social media to communicate 4-H information; experience in marketing or public awareness of programs.
- Graphic design proficiency (e.g., Adobe Creative Suite, Canva) and familiarity with web-based applications (Constant Contact, integrated management systems, cloud storage).
- Must comply with California Child Abuse and Neglect Reporting Act.
- Valid California Driver’s License; travel as needed; reimbursement per university policies.
- Background check required; fingerprinting may be required; UC ANR may hire individuals with conviction histories; smoke/tobacco-free environment.
- Exercise discretion with sensitive information; follow data protection and privacy policies; safeguard records and IT systems.
