Summary

Under general supervision, manages assigned facilities and staff for the Facilities Management (FM) Department; ensures staff performs work according to safety standards, buildings and facilities are maintained in compliance with FM standards, and maintenance and repair issues are properly addressed and resolved.

Essential Functions
  • Manages, reviews, and evaluates the maintenance, cleaning, and repair of City buildings, facilities, infrastructure, grounds, and related assets; assures the quality of FM services and work products; ensures facilities are clean, safe, secure, and in compliance with state and federal regulations and FM standards.
  • Plans and manages facilities maintenance work at various locations; trains staff in proper methods and procedures, inspects work for conformance to standards, and resolves maintenance problems.
  • Manages staff, assigns tasks, projects, and priorities; evaluates staff performance; develops staff skills and safety training plans; meets regularly with staff to discuss and resolve priorities, workload, resource allocation, equipment, and technical issues.
  • Reviews work assignments and project schedules; assigns resources; develops plans, specifications, and budgets for repair, replacement, and purchase of equipment; forecasts supplies and materials requirements; maintains an inventory of equipment, tools, and supplies.
  • Manages outside contractors and vendors for repairs, maintenance, and supplies.
  • Monitors maintenance, preventive maintenance, and repair operations and projects; ensures safety rules and regulations are adhered to and that all equipment operates safely; reports unsafe conditions, accidents, injuries, security issues, and illegal activities.
  • Manages technical issues, including building management systems, drawings and blueprints, facility inspections, contracts, permits, procurement, and compliance management.
  • Evaluates FM operations and building management systems; develops recommendations for energy savings, automation, emergency management, safety improvements, and environmentally responsible, resource‑efficient building management techniques.
  • Compiles operational and financial data; creates summary reports and recommendations.
  • Supports the City–public relationship by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and City staff; promotes the City’s goals and priorities, vision, values, and the “Yuma Way”; complies with all City policies and procedures.
  • Maintains absolute confidentiality of work‑related issues and City information; performs other duties as required or assigned.
Minimum Qualifications

Associate’s Degree in Engineering, Construction Management, or related field plus four years of facilities maintenance experience and one year of supervisory experience; OR an equivalent combination of education, training, and experience.

  • Environmentally responsible and resource‑efficient building techniques.
