Budget Analyst I
Overview
Tech(x) is seeking an experienced Budget Analyst to provide comprehensive financial management and budget execution support to a DoW customer. The successful candidate will support planning, programming, budgeting, execution, and financial reporting activities while ensuring compliance with Army and DoD financial management policies.
This position requires demonstrated experience using the General Fund Enterprise Business System (GFEBS) and Wide Area Workflow (WAWF) to manage funding, obligations, commitments, invoices, reimbursements, and payment processing. The ideal candidate possesses strong analytical skills and experience supporting Government budget formulation, execution, financial reconciliation, and acquisition processes within an Army or DoD environment.
Responsibilities
- Execute day-to-day budget management activities supporting Government financial operations.
- Create and manage Purchase Requisition s (PRs)
- Monitor commitments, obligations, and expenditures
- Process funding documents
- Perform budget reconciliation
- Track labor costs
- Monitor cost centers, WBS elements, and internal orders
- Utilize Wide Area Workflow (WAWF) to:
- Review invoices
- Process receiving reports
- Track vendor payments
- Resolve invoice discrepancies
- Coordinate payment status
- Monitor budget execution and funding availability.
- Prepare spend plans and financial forecasts.
- Analyze execution rates and identify funding shortfalls.
- Support MIPRs, Military Standard Requisition ing and Issue Procedures (MILSTRIP), Purchase Requests, and procurement documentation.
- Prepare Unfinanced Requirements (UFRs).
- Support commitment and obligation reviews.
- Prepare monthly financial status reports.
- Support year-end closeout activities.
- Reconcile accounting records between GFEBS and supporting documentation.
- Coordinate with Resource Managers, Contracting Officers, CORs, vendors, DFAS, and Government leadership.
- Maintain compliance with DoD financial regulations.
- All other duties assigned.
- Experience supporting DoD financial management.
- Intermediate knowledge of GFEBS.
- Experience using Wide Area Workflow (WAWF).

- Knowledge of Army financial management policies and:
- DoD Financial Management Regulation (DoD FMR)

- Experience preparing financial reports and executive briefings.
- Advanced Excel skills.
- Strong analytical and organizational skills.
- Ability to prioritize multiple financial actions simultaneously.
- Experience supporting:
- DEVCOM
- C5
ISR - PEO organizations
- Army laboratories
Experience with:
- GFEBS Funds Management
- WAWF/iRAPT
- DTS
- Power BI
- Share Point
- Experience supporting:
- DFAS
- Audit readiness
- Financial Improvement and Audit Remediation (FIAR)
Clearance:
- Current DoW Clearance; secret level or higher.
Education & Experience:
- Bachelor's degree in Finance, Accounting, Business Administration, Economics, Public Administration, or related field.
- 3-7 years of progressively responsible experience supporting DoD budget execution, financial management, or accounting activities (appropriate for an Intermediate/Journeyman level).
- Additional directly related experience may substitute for education.
