General Description
Under the supervision of the Engineering Director, the Power Manager plans and manages the District's power supply and transmission resources. Minimum qualifications include a Bachelor's degree in Business Administration, Economics, Engineering, Finance, or other related field; five (5) years of progressive work experience in electrical power supply; transmission; load-forecasting; resource plans and development; power contracts; and power marketing; or equivalent experience and education.
Experience in a public utility or other public power entity; direct experience with BPA contracts, power supply, or transmission services; knowledge of conservation and energy efficiency program integration; and professional certifications related to energy, finance, or utility management are preferred.
Status: Full-time, Exempt, Non-Represented
Working Environment: Work is performed in the office Monday – Friday. Remote work is not available for this position.
Reports to: Engineering Director
Monthly Salary Range: Minimum $11,017 – Market Midpoint $14,317 – Maximum $17,183
* New hires typically receive between minimum and market midpoint, after considering individual experience, internal equity, and market.

ResponsibilitiesThe duties and responsibilities outlined below are not intended to be all-inclusive. Responsibilities may evolve or change over time to meet organizational needs, and additional tasks may be assigned as necessary.
- Power Management, Compliance, and Conservation:
Manage the District’s power supply and transmission services, including contracts with BPA and other entities, budgeting, day-to-day transactions, billing, billing disputes, analysis, and reporting. - Support the District’s Risk Management Committee and consultants to develop power supply strategies.
- Coordinate activities with power marketing/scheduling agencies, to manage power requirements, load growth estimation, and financial risk management.
- Represent the District with local and regional organizations related to power and transmission, as assigned.
- Maintain familiarity and District compliance with applicable laws and regulatory standards.
- Assist with issues related to generating resource interconnections and BPA metered points of delivery.
- Support conservation and energy efficiency efforts and integrate them into the District’s resource plans.
- Perform other duties as assigned.
- Knowledge of power management principles, including marketing and trading fundamentals; business and operational practices related to generation, transmission, and distribution of electricity.
- Knowledge of local, state, and federal agencies and the laws and regulations for the operation of electric utilities.
- Knowledge of power trading markets, risk management, and related analysis and tools.
- Knowledge of conservation and energy efficiency programs.
- Knowledge of economic techniques used in determining cost effectiveness.
- Ability to communicate effectively, both orally and in writing, including public presentations.
- Ability to establish and maintain effective working relationships with employees, outside agencies, and consultants.
- Ability to develop and report on short and long-term goals, plans, and forecasts.
- Proficient in use of personal computers, Microsoft Office suite programs, database software, and other standard office equipment.
- Bachelor’s degree in Business Administration, Economics, Engineering, Finance, or other related field; and
- Five (5) years progressive working experience in electrical power supply; transmission; load forecasting; resource plans and development; power contracts; and power marketing.

- An equivalent combination of education and experience.
- Experience working in a public utility district or other public power entity.
- Direct experience with BPA contracts, power supply, or transmission services.
- Knowledge of conservation and energy efficiency program integration.
